The Himachal Pradesh High Court has strongly criticized the National Highways Authority of India (NHAI) for significant delays in the execution of the Pinjore-Baddi four-laning project. The court expressed its displeasure over the slow pace of work, which has caused inconvenience to commuters and hindered economic growth in the region.
Court's Observations
During a recent hearing, the division bench of Chief Justice M.S. Ramachandra Rao and Justice Jyotsna Rewal Dua noted that the project, which was initially scheduled for completion years ago, remains unfinished. The court emphasized that such delays are unacceptable, especially for a critical infrastructure project that connects industrial areas and facilitates trade.
NHAI's Response
NHAI officials cited various reasons for the delay, including land acquisition issues, utility shifting, and contractor problems. However, the court found these explanations unsatisfactory and directed the authority to expedite the work. The bench warned that it would consider imposing costs if progress is not made by the next hearing.
Project Significance
The Pinjore-Baddi four-laning project is vital for improving connectivity between Himachal Pradesh and Haryana. It aims to reduce travel time, enhance road safety, and support the economic development of the Baddi-Barotiwala-Nalagarh industrial belt. Delays have led to increased traffic congestion and higher transportation costs for businesses.
Legal Proceedings
The court was hearing a public interest litigation (PIL) filed by a local resident highlighting the project's stalling. The petitioner argued that the prolonged construction has caused hardships to daily commuters and adversely affected the local economy. The court has now directed NHAI to submit a detailed timeline for project completion and ensure strict adherence to deadlines.
The next hearing is scheduled for March 2025, by which the NHAI must demonstrate tangible progress. The court's strong stance underscores the judiciary's role in ensuring timely execution of public infrastructure projects critical for regional development.
