Karnataka Government Escalates e-Swathu 2.0 Software Issues to Union Ministry for Resolution

The Karnataka Government has formally raised concerns with the Union Ministry of Electronics and Information Technology (MEITY) regarding persistent technical glitches in the e-Swathu (e-Assets) 2.0 software, which is critically impacting property registration processes in rural areas across the state.

Minister Kharge Details Coordination Efforts and Specific Software Problems

Rural Development and Information Technology Minister Priyank Kharge informed the state legislature on Wednesday that his department has written to MEITY to expedite resolution of these issues and prioritize development of remaining software modules. The minister emphasized that the department is actively coordinating with the National Informatics Centre (NIC) to address the software-related challenges.

Kharge was responding to a query from BJP MLA Kiran Kumar Kodgi, who represents Kundapura in Udupi district, about public difficulties with the newly implemented e-Swathu 2.0 software. The software was officially rolled out statewide on December 1, 2025, following amendments to the Karnataka Gram Swaraj and Panchayat Raj Act.

Key Technical Issues Identified in e-Swathu 2.0 Software

The minister outlined several specific problems that have emerged since the software's deployment:

  • Land Measurement Conversion Errors: The software struggles with converting traditional Karnataka land measurements like guntas and cents into square metres, which is the default unit in e-Swathu 2.0.
  • Document Conversion Problems: Issues exist in converting Form-11B (digital land ownership records or electronic khata for gram panchayats) to Form-11A (officially approved ownership records).
  • Application Processing Challenges: Difficulties persist in processing applications for new housing layouts, apartment blocks, and industrial area properties through the citizen interface.

Background and Implementation Context of e-Swathu 2.0

The e-Swathu 2.0 software represents an upgraded version implemented after the Karnataka Gram Swaraj and Panchayat Raj (Amendment) Act 2025 received gubernatorial approval in April 2025. This legislative amendment aims to bring all rural assets under the financial oversight of local authorities, with the software modification intended to create a more citizen-friendly platform for property tax collection in rural regions.

Despite the technical challenges, the state government reports significant public engagement with the system. Since December 2025, authorities have received 44,508 applications across all 31 districts, with 16,672 applications successfully accepted so far.

Progress and Ongoing Resolution Efforts

Minister Kharge noted that while problems persist, several issues related to application submission and approval through the citizen interface have already been resolved. He assured the legislature that "steps are being taken to resolve issues expeditiously" through continuous coordination with NIC.

The government's approach involves both immediate troubleshooting of existing problems and longer-term development of remaining software modules to ensure the system functions effectively for rural property owners across Karnataka.
