Karnataka Bans Pigeon Feeding in Cities to Curb Health Hazards
Karnataka Govt Orders Ban on Public Pigeon Feeding

The Karnataka government has taken a decisive step to address growing public health concerns by ordering municipal corporations across the state to regulate and, where necessary, prohibit the feeding of pigeons in urban areas.

Official Directive Issued to Urban Bodies

This significant move was initiated by Deputy Secretary to Government, V Lakshmikanth. In a formal communication dated 17 December 2025, he wrote to the state's Urban Development Department. The letter requested the department to issue immediate directions to the Greater Bengaluru Authority (GBA) and all other municipal corporations in Karnataka.

The directive mandates these local bodies to implement concrete measures aimed at controlling the practice of feeding pigeons in public and residential spaces. The order underscores the need for prompt action to mitigate the associated risks.

Addressing Health and Civic Issues

While the official communication highlights the need for regulation, the move is widely seen as a response to multiple complaints and studies linking unchecked pigeon feeding to several problems. These issues primarily revolve around public health and urban cleanliness.

The accumulation of pigeon droppings is known to pose serious health risks, potentially leading to respiratory diseases and other infections. Furthermore, the practice contributes to property damage, clogged drainage systems, and general nuisance in densely populated cities like Bengaluru.

Next Steps and Implementation

The onus is now on the Urban Development Department to formalize and circulate the order. Subsequently, municipal corporations, including the GBA, will be required to draft and enforce local bylaws or guidelines. This could involve:

  • Designating specific non-feeding zones in city centers and residential complexes.
  • Imposing fines on individuals who violate the prohibition.
  • Launching public awareness campaigns about the negative impacts of feeding pigeons.

This proactive measure by the Karnataka government reflects a broader shift towards managing urban wildlife and ensuring cleaner, healthier cities for all residents. The effectiveness of the ban will depend heavily on enforcement and public cooperation at the municipal level.
