Umesh, Deputy Secretary at BDA, has been fined a total of Rs 1 lakh across four separate cases. Each case involved a penalty of Rs 25,000 for neglecting to respond to RTI applications filed by citizens. The applicants in these instances were Takshak, Tanvita Gaur, Ashwija P, and Balachandra Rao, who sought information under Section 4 of the RTI Act from Umesh's office. When their requests went unanswered, they appealed to KIC. Despite a show-cause notice from the commission, Umesh allegedly failed to furnish the required information, leading to the cumulative fine.

CL Shivakumar, Secretary at BDA, has been fined Rs 25,000 in a separate case. RTI applicant Suresh Chandra Babu had requested a copy of a government order related to the jurisdiction of additional land acquisition officers. After the request was ignored, Babu approached KIC, which conducted an inquiry and imposed the penalty. The commission also warned that disciplinary action could be recommended if the documents are not provided immediately.

The RTI Act empowers commissions like KIC to penalize officials who deliberately deny or delay information.
