Kalyan-Dombivli Municipal Corporation Intensifies Crackdown on Open Garbage Dumping

The Kalyan-Dombivli Municipal Corporation (KDMC) has initiated a rigorous enforcement campaign targeting citizens who dump garbage in open spaces, registering cases against 60 individuals under Section 151 of the Mumbai Police Act for littering on roads and public areas.

Persistent Problem in Slum Areas Despite Daily Collection Services

According to civic officials, the issue of open dumping—involving both dry and wet waste—has been particularly prevalent in several pockets, especially within slum localities. Despite the corporation deploying "ghanta gadi" waste collection vehicles twice daily during morning and evening hours, many residents continue to discard garbage directly onto streets instead of handing it over to sanitation workers.

Legal Action and On-the-Spot Penalties Implemented

As part of this crackdown, cases have been formally registered against multiple violators, who have been directed to appear before court and pay stipulated fines. Additionally, approximately 20 offenders received on-the-spot fines during the enforcement operations conducted by KDMC teams.

Phase-Wise Implementation Across Twin Cities

The enforcement action has currently been concentrated in Kalyan East, identified as one of the most severely affected zones regarding garbage dumping. Officials confirmed that the drive will be implemented in a phase-wise manner across other parts of Kalyan-Dombivli wherever instances of open littering are reported.

Appeal for Cooperation and Warning Against Non-Compliance

KDMC Deputy Commissioner Ramdas Kokare made a public appeal urging citizens to cooperate with the civic body and adhere to waste segregation norms. "If residents have any complaints regarding garbage collection, they can directly approach our staff. We are ready to resolve any issue," he stated.

However, Kokare issued a stern warning that non-compliance will not be tolerated. "Even after providing collection facilities twice a day, if people fail to follow the rules and continue dumping waste outside instead of handing it over to the ghanta gadi, strict action will be taken," he emphasized.

He further clarified that the corporation possesses the capability to provide all necessary facilities and encouraged citizens to inform authorities about any shortcomings in service delivery. "But ignoring the system and throwing unsegregated garbage in the open will invite penal action," he reiterated, underscoring the municipality's commitment to maintaining urban cleanliness through both cooperation and enforcement measures.
