Ladakh Lieutenant Governor VK Saxena has approved an interim land-use regulatory framework that permits land measuring up to two kanals within Municipal Committee limits to be used for residential, commercial, industrial or mixed-use purposes without requiring prior approval. The move is aimed at ending long-standing uncertainty over land use and ensuring that citizens do not face hardship in obtaining building permissions in the absence of notified Master Plans in Ladakh.

Background of the Decision

Officials said the decision addresses a major regulatory gap arising from the non-availability of notified Master Plans and Zonal Development Plans. Under the previous system, there was no clear distinction regarding residential, commercial, industrial or mixed-use activities permitted within municipal areas. This often led to uncertainty for citizens seeking building permissions and undertaking legitimate developmental activities.

Recognising the inconvenience faced by the public, the Lieutenant Governor approved a transparent, demand-driven interim framework to facilitate development while ensuring appropriate regulation until statutory planning instruments are notified, according to a spokesman.

Details of the Interim Framework

“For areas falling under the Municipal Committees in the Union Territory of Ladakh, developmental proposals and building permission applications shall not be restricted solely due to the non-availability of the Master Plan or Zonal Development Plan. Land measuring up to two kanals within municipal limits may be used for residential, commercial, industrial or mixed-use purposes, for which no approval shall be required from any authority,” the order said.

Saxena said, “Planned urban development is essential for the long-term growth and sustainability of Ladakh. At the same time, the absence of notified Master Plans should not become a hurdle for citizens seeking to construct homes, establish businesses or undertake legitimate developmental activities. This interim framework balances developmental needs with environmental safeguards and provides much-needed regulatory clarity until the Master Plans are finalised.”

Current Governance and Next Steps

At present, Ladakh has no Urban Development Authorities, a statutory prerequisite for preparing and notifying Master Plans and Zonal Development Plans. Consequently, urban development and building permissions are currently governed by the Ladakh Building Bye-laws, 2025.

Officials said Municipal Committees have been directed to issue detailed operational guidelines for regulating land use and building construction in accordance with the new framework. The interim norms will remain in force until Master Plans, Zonal Development Plans and related statutory regulations are notified, after which all future development will be governed under the approved planning framework.
