Lucknow Flyover Receives Conditional NOC from Smarak Samiti
A proposed flyover connecting Baikunth Dham to La Martiniere College in Gomti Nagar has secured conditional approval from the Smarak Samiti, marking a significant step forward for the third phase of Lucknow's Green Corridor project. This decision removes a major obstacle that had stalled the project's execution due to its proximity to protected park areas.
Approval Granted with Strict Safeguards
The Smarak Samiti, responsible for maintaining Dalit memorials and parks, issued the conditional no-objection certificate (NOC) during a meeting on February 20, chaired by the principal secretary of housing. The committee acknowledged the project's public interest in alleviating city traffic but imposed stringent conditions to ensure the protection of Dr Bhimrao Ambedkar Gomti Park and adjoining green spaces near the 1090 Crossing, which fall under its jurisdiction.
Key conditions include:
- No damage to statues and memorial structures within the parks.
- Preservation of existing greenery throughout construction.
- Maintenance of land ownership, basic layout, and character of the parks without alteration.
An official from the Lucknow Development Authority (LDA) stated, "The committee gave conditional approval, keeping in mind that the project is important for improving city traffic. However, strict instructions were given to ensure that the park's structures and greenery remain protected." If any green cover is affected, the LDA will undertake restoration at its own cost.
Project Details and Expected Benefits
The flyover, spanning approximately 2.02 kilometers, will be a four-lane structure constructed at an estimated cost of Rs 570 crore. It is designed to start from Baikunth Dham and extend up to La Martiniere College, with pillars planned near Gomti Vihar (blocks 1, 2, and 3).
Project manager of the Green Corridor, AK Sengar, highlighted the anticipated benefits, saying, "The flyover is expected to ease congestion at the 1090 crossing and Samta Mulak crossing, which often witness traffic bottlenecks." This infrastructure development aims to enhance urban mobility and reduce travel time in the bustling area.
The conditional NOC was essential because a section of the flyover's alignment passes close to the park areas, requiring prior approval from the Smarak Samiti. With this hurdle cleared, authorities can now proceed with further planning and implementation, balancing progress with environmental and cultural preservation.
