Ludhiana Municipal Corporation Pioneers Doorstep Tax Collection Service

In a significant move to address unpaid municipal dues, the Ludhiana Municipal Corporation (MC) has announced the launch of a groundbreaking doorstep tax collection service. This innovative initiative represents a first-of-its-kind approach in Punjab, where civic employees equipped with handheld point-of-sale (POS) machines will directly visit residential and commercial properties to calculate and collect taxes on the spot.

Shifting to a Service-at-Your-Door Model

The new system marks a strategic shift toward a service-at-your-door model, specifically targeting residents who have failed to visit MC offices to clear their annual or pending property tax dues. MC superintendent Vivek Verma confirmed that Ludhiana will be the first city in Punjab to implement this digital doorstep collection system.

The biggest advantage is that the collection will be live on the MC dashboard, Verma stated. This allows us to monitor field staff in real-time, ensuring there are no errors in assessment or manual mistakes.

Digital Infrastructure and Smart Assessment

The Municipal Corporation has procured 48 POS machines, with 12 units allocated to each of the city's four zones. Unlike fixed water supply dues, property tax requires specific calculations based on property area and usage. The new digital handheld devices enable officials to evaluate property dimensions and determine exact tax liabilities immediately during visits.

This technological upgrade represents a substantial advancement for the city's revenue department. While the water supply branch already collects dues door-to-door, the property tax rollout involves more complex calculations and represents a significant modernization effort.

Targeting Defaulters and Financial Goals

The doorstep collection drive comes as the civic body pushes to meet its annual financial targets. This year, the MC has recovered ₹142 crore against a target of ₹160 crore. Officials believe the remaining ₹18 crore – along with significant arrears from previous years – rests with violators who avoid official counters.

The new system offers taxpayers three key conveniences:

  1. Immediate Receipts: Paper or digital receipts will be issued on the spot during collection visits.
  2. Multiple Payment Modes: Residents can pay via digital transfers, bank drafts, or cash through the POS machines.
  3. Audit on Wheels: Staff will use the machines to verify whether taxes from previous years were calculated accurately according to current norms.

Implementation and Training

Mayor Inderjit Kaur is expected to formally inaugurate the doorstep tax collection drive following a short training period for field staff. The real-time tracking capability through the MC dashboard will enable supervisors to monitor collections as they happen, providing unprecedented transparency and accountability in the tax collection process.

This initiative represents a proactive approach by the Ludhiana Municipal Corporation to bridge the gap in unpaid municipal dues while simultaneously improving taxpayer convenience through digital innovation and personalized service delivery.
