Ludhiana Postal Department Phases Out Bicycles for Postmen, Introduces Fuel Compensation
The postal department in Ludhiana has made a significant operational decision to phase out the traditional use of bicycles by postmen across the city. In their place, postal workers will now receive fuel compensation as they transition to using motor vehicles for their daily delivery routes. This strategic shift comes as a direct response to the consolidation of delivery centers, which has substantially increased travel distances for postal staff and rendered bicycle-based delivery systems increasingly impractical.
Consolidation of Delivery Centers Increases Travel Distances
Previously, delivery centers operated from 14 different post office locations throughout Ludhiana. However, approximately three years ago, these were streamlined to just three centralized hubs: the Head Post Office, the Central Post Office, and the Post Office at Miller Ganj. Since this administrative restructuring, postmen have been required to operate from these three central locations, traveling to various parts of the city to complete their delivery assignments.
With this new operational model, postal workers now face significantly longer daily travel distances as they journey from these centralized hubs to their respective delivery beats. Department officials have confirmed that these extended routes can no longer be efficiently managed using bicycles, leading to noticeable delays in both mail and parcel distribution throughout the city.
Fuel Compensation Replaces Bicycle Allowance
Balbir Singh, Senior Superintendent of Post Offices for the City Division, explained the department's new approach. "Postmen will now be given fuel compensation instead of using bicycles," Singh stated. "This decision has been carefully taken to ensure timely delivery services and improve overall operational efficiency across our postal network."
The fuel compensation system provides postmen with approximately Rs 3.5 per kilometer traveled. This calculated rate includes both vehicle maintenance costs and fuel expenses, with periodic revisions based on factors such as inflation and operational requirements. The transition from bicycles to motor vehicles with fuel compensation addresses the physical strain postal workers experienced when covering longer distances on bicycles while simultaneously improving delivery timelines.
Electric Vehicle Proposal for Sustainable Modernization
Looking toward the future, the postal department has submitted a proposal to strengthen its fleet with electric vehicles. "A comprehensive proposal has been made for adding electric vehicles to our operational fleet," Singh elaborated. "This includes considering four-wheelers for specific delivery beats where distances are particularly long and parcel volumes are consistently high."
The potential induction of electric vehicles represents a dual-purpose initiative aimed at modernizing the postal network while promoting environmentally sustainable transport solutions. This forward-thinking approach aligns with broader environmental goals while addressing the practical needs of an evolving postal service.
Centralized Parcel Center Adds to Logistical Challenges
Postal department staff members have noted that the consolidation of delivery centers was originally implemented as part of an administrative rationalization exercise. However, this restructuring has created increased logistical challenges on the ground. The parcel center has now been completely centralized at the Head Post Office, from which all city parcels are dispatched.
This additional centralization has further amplified the travel requirements for postal staff, particularly those handling parcel deliveries. The combination of centralized operations and expanded delivery territories has made the traditional bicycle-based system increasingly untenable, necessitating the shift to motorized transport with appropriate fuel compensation.
The department's comprehensive approach addresses both immediate operational needs through fuel compensation and long-term sustainability goals through electric vehicle proposals, marking a significant transformation in Ludhiana's postal delivery infrastructure.
