The Mangaluru City Corporation (MCC) officially inaugurated the ambitious Rs 165 crore Mahatma Gandhi Nagara Vikas Yojana (MGNVY) 2.0 on Saturday, marking a significant step forward in urban infrastructure enhancement for the coastal city. This comprehensive project is designed to substantially upgrade civic amenities and public services across multiple localities.

Project Overview and Financial Details

The MGNVY 2.0 initiative encompasses 25 distinct development works organized into five separate packages, with an ambitious completion timeline set for 11 months. District Minister Dinesh Gundu Rao formally launched the works at several key locations, including sites near Maravoor Bridge, Valencia, and Chilimbi, emphasizing the project's city-wide scope.

Of the total Rs 165 crore outlay, Rs 132 crore constitutes the actual project cost, while the remaining amount covers Goods and Services Tax (GST). The financial breakdown across the five packages is as follows:

Funding Structure and Broader Context

This urban development initiative forms part of a larger Rs 2,000 crore state-level program, with Mangaluru receiving the Rs 165 crore allocation specifically. The funding model is structured with 85% coming from a National Housing Bank loan, while the remaining 15% is equally shared between the state and central governments.

Minister Rao, during the launch ceremony in Valencia, issued clear directives to officials to ensure timely project completion without delays. He stressed the critical monitoring role of the MCC commissioner and engineering teams, while expressing ambitious aspirations for the city's transformation. "With these projects, we want to make Mangaluru another Bengaluru," he stated, highlighting the project's potential to elevate the city's infrastructure standards.

Comprehensive Development Works Across Wards

The MGNVY 2.0 project has been strategically divided into five implementation packages covering numerous wards within MCC jurisdiction:

Package 1 Development Focus

This package targets comprehensive development in wards 2, 6, 11, 12, 14, 15, 16, 18, 19, and 20. The scope includes:

  • Construction of RCC drains with cover slabs
  • New cement concrete (CC) road development
  • White topping applications
  • Earth-retaining structures
  • Footpath construction
  • Electrification improvements
  • Utility duct line installations
  • Various other infrastructure enhancements

Additional Package Coverage

Package 2 extends development works to wards 24, 25, 31, 33, 35, 36, 37, 46, 48, 49, 50, 51, 53, 54, and 56.

Package 3 includes infrastructure improvements in wards 17, 38, 39, 40, 43, 44, 45, 48, 50, 52, 54, and 60.

Package 4 will be implemented across wards 2, 6, 12, 13, 17, 18, 19, 20, 24, 37, 40, 46, 47, 49, and 59.

Package 5, the final segment, covers development in wards 2, 3, 9, 17, 36, and 37.

Implementation Status and Design Management

MCC officials confirmed that tender processes for most project works have already been finalized, with physical execution scheduled to commence shortly. The project's design and consultancy responsibilities have been entrusted to Gujarat-based Green Design and Engineering Services Private Limited, bringing specialized expertise to the urban development initiative.

The overarching objectives of MGNVY 2.0 include strengthening road networks, enhancing drainage systems, improving overall public infrastructure, and upgrading basic civic services throughout the covered localities. This represents one of the most significant urban development investments in recent Mangaluru history, with potential to transform the city's infrastructure landscape substantially.
