MCD Funding on the Rise, But Effective Utilization Key to Improving Civic Services

The Municipal Corporation of Delhi (MCD) has seen a significant increase in funding allocations, yet the effective utilization of these resources remains a critical challenge for enhancing civic services in the national capital. According to the 2025–26 Economic Survey of Delhi, tabled in the Assembly by Chief Minister Rekha Gupta on Monday, rising financial devolutions come at a time when Delhi is almost fully urbanized, intensifying pressures on essential services such as waste management, school education, and neighborhood development.

Financial Allocations Show Substantial Growth

Total devolutions to local bodies in Delhi have risen to Rs 6,897.01 crore in the 2025–26 fiscal year, up from Rs 6,231.79 crore in the previous year. Under the Basic Tax Assignment (BTA), the MCD received Rs 3,282.26 crore, compared with Rs 2,983.87 crore in 2024–25. Additionally, the New Delhi Municipal Council (NDMC) and the Delhi Cantonment Board are allocated Rs 32.37 crore and Rs 22.19 crore, respectively, bringing the total BTA allocation to Rs 3,336.82 crore.

Sector-Wise Funding Increases Highlight Priority Areas

The survey detailed notable increases in sector-specific funding, underscoring the government's focus on key public services:

  • Education: Funding surged from Rs 2,064.82 crore to Rs 2,293.52 crore, aiming to bolster school infrastructure and quality.
  • Health: Allocations rose from Rs 403.96 crore to Rs 464.16 crore, targeting improved healthcare facilities and services.
  • Urban Development Grants: Increased from Rs 729.55 crore to Rs 802.51 crore, focusing on neighborhood development and civic amenities.

Challenges in Utilization and Coordination

Despite these financial boosts, the Economic Survey emphasized that translating allocations into tangible improvements—such as cleaner streets and better schools—requires efficient fund utilization and enhanced coordination among agencies. With Delhi's rapid urbanization, the effective deployment of resources is paramount to address growing demands in waste management, educational outcomes, and urban livability. The survey calls for strategic planning and collaborative efforts to ensure that increased funding leads to measurable enhancements in civic services for residents.
