In Nagpur, a concerning trend has emerged as contractors are increasingly submitting bids that are 30–40% below the official estimates set by the Nagpur Municipal Corporation (NMC). This sharp deviation from standard pricing norms has sparked serious worries about the potential impact on the quality and durability of civic infrastructure projects. A city-based expert has described these "unthinkably low" bids as a significant departure from established engineering and financial protocols, highlighting a critical issue in municipal governance.
Expert Raises Red Flags Over Bidding Practices
Engineer and legal expert Ashok Karandikar, in a formal representation to standing committee chairperson Shivani Dani Wakhare and municipal commissioner Vipin Itankar, emphasized that such pricing defies the logical framework of government estimation processes. Karandikar, a founder member of Janakrosh, a local NGO focused on traffic awareness, pointed out that official estimates are meticulously prepared using standard schedules of rates (SSR), detailed specifications, labor costs, taxes, and typical contractor margins of 10–15%. Under normal circumstances, bids usually fall within a narrow range of ±5% of these estimates. The current trend of bids being 30–40% lower indicates a fundamental flaw in the system, suggesting either inaccurate estimates or compromised execution plans.

Karandikar warned that awarding contracts at these drastically reduced rates could lead to severe consequences, including the use of substandard materials, poor workmanship, or incomplete project delivery.
