Nashik Municipal Corporation Cracks Down on Contractors Over Water Pipeline Damage
The Nashik Municipal Corporation (NMC) has taken decisive action against contractors responsible for damaging water distribution pipelines during various construction works across the city. In a significant move, the civic body has served a notice to a contractor for a pipeline burst in the Satpur area, imposing a penalty of Rs 65,000 for water wastage. Additionally, the NMC has stated it will recover the full cost of repairs from the contractor.
Widespread Pipeline Bursts Prompt Strict Measures
This action is part of a broader initiative, with the NMC initiating the process to serve notices to six other contractors for main water distribution pipeline bursts during utility service works executed in different parts of Nashik. Civic officials have clarified that the penalty to be recovered will be five times the quantity of water wasted due to these pipeline bursts. Beyond the financial penalties, the concerned contractors will also be held accountable for bearing the complete cost of repairing the damaged water distribution pipelines.
The crackdown follows explicit directions issued recently by Mayor Himgauri Aher, who ordered the water supply department to take stringent action against contractors found responsible for damaging water pipelines. During a crucial meeting on water-related issues held on April 13 with officials of the NMC water supply department, the mayor expressed serious concern over repeated incidents of water pipeline bursts at various locations. These incidents are largely attributed to ongoing road works and the construction of utility ducts.
Official Statements and Specific Incidents
A senior NMC official emphasized the severity of the situation, stating, "Those responsible for damaging water distribution pipelines and causing large-scale wastage will be issued notices, and the penalty amount will be recovered from them. Besides this, the cost of repairs of water lines damaged over the past 15 days will also be recovered." The official confirmed, "We have already issued a notice to the contractor responsible for the water pipeline burst in the Satpur area, imposing a fine of Rs 65,000 for water wastage."
Specific incidents highlight the extent of the problem. Three contractors of the Maharashtra State Electricity Distribution Company Ltd (MSEDCL) caused water pipeline bursts at three locations in the Wadalagaon area while carrying out works. Notices are being served to MSEDCL in this regard. Meanwhile, water pipelines were damaged at three locations in the Panchavati division—at the Dream Castle signal on Makhmalabad Road, near Meenatai Thackeray Stadium, and another site—by contractors of the NMC public works department. Notices will be served to these contractors as well, according to a senior NMC official.
Another water pipeline was damaged at Ambedkar Chowk in Holaram Colony in Nashik city. The contractor involved will be served a notice within the next day or two, an NMC official added. These incidents follow a TOI report on April 10, which detailed the bursting of water pipelines at seven locations, resulting in the loss of over 10 lakh litres of water.
Root Causes and Preventive Measures
Officials of the water supply department have identified the primary causes behind these pipeline bursts. Most incidents occurred during road excavation works for Kumbh Mela-related infrastructure projects and while laying utility ducts. The officials alleged that contractors failed to coordinate with the water supply department before excavation and did not use metal detectors to detect underground pipelines and other utilities. This lack of precaution has led to significant water wastage and infrastructure damage, prompting the NMC's current stringent response to enforce accountability and prevent future occurrences.
