NCW Commissions Comprehensive Study on Women's Political Empowerment in Western India
The National Commission for Women (NCW) has initiated a significant research exercise to evaluate the impact and effectiveness of women elected at the panchayat and municipal levels across Goa, Maharashtra, and the union territories of Dadra and Nagar Haveli and Daman and Diu. This study aims to provide a detailed assessment of women's participation in local governance following the landmark constitutional amendments of 1992.
Examining the 'Sarpanch Pati' Phenomenon and Empowerment Barriers
A key focus of the research will be investigating the widespread phenomenon known as 'sarpanch pati,' where male family members effectively exercise the powers and responsibilities of elected women representatives. This practice raises critical questions about whether increased political representation translates into genuine empowerment and decision-making autonomy for women.
The study will address practical challenges facing women in local governance, including whether panchayat and urban local body offices provide essential facilities such as toilets, creches, and access to public transportation. These basic amenities are crucial for enabling women to participate more effectively in governance without facing undue hardship.
Assessing Three Decades of Constitutional Reforms
The research represents an in-depth evaluation of how women representatives have fared across districts, village panchayats, and municipalities since the enactment of the 73rd and 74th constitutional amendments in 1992. These historic amendments mandated the reservation of one-third of seats in panchayats for women across India, creating unprecedented opportunities for female political participation.
"Participation in local-level politics, particularly through panchayati raj institutions, has emerged as a crucial avenue for women to engage in public affairs and decision-making processes, significantly enhancing their empowerment and confidence," states the official study note. "However, an alternative perspective suggests that despite increased political representation, true empowerment remains elusive in many cases."
Comprehensive Field Investigation Methodology
Field investigators will be deployed to collect primary information across all levels of village panchayats and municipal bodies in the designated states and union territories. Their research will examine whether political representation has translated into genuine empowerment, with particular attention to barriers affecting mobility and participation, decision-making autonomy, work-life balance challenges, and the ability of women representatives to build effective professional networks.
The study seeks to provide evidence-based insights that can inform policy interventions and support mechanisms to strengthen women's meaningful participation in local governance. By identifying both successes and persistent challenges, the NCW aims to develop targeted recommendations that address the specific needs and circumstances of women elected to local bodies across western India.
