National Green Tribunal Seeks Time-Bound Action Plan for Environmental Compensation in Agra and Mathura-Vrindavan

The National Green Tribunal (NGT) has taken a firm stance on environmental compliance, directing civic authorities in Agra and Mathura-Vrindavan to submit a clear, time-bound action plan for depositing pending environmental compensation. This move comes as part of the tribunal's ongoing review of city rejuvenation efforts in these key Uttar Pradesh locations.

NGT Hearing Details and Compliance Status

During a hearing on March 17, a principal bench comprising Justice Prakash Shrivastava, the chairperson, and expert member Dr. Afroz Ahmad assessed the situation based on two separate pleas. A copy of the NGT order was issued on Wednesday, highlighting the tribunal's concerns over delayed compliance.

Counsel representing Agra Nagar Nigam and the Uttar Pradesh government requested a two-week extension to file a compliance affidavit in accordance with the tribunal's order from December 22, 2025. This order specifically addressed environmental compensation and the status of Agra's rejuvenation plan. The bench granted this request, allowing the authorities additional time to prepare their submissions.

Environmental Compensation Shortfalls Revealed

In a significant disclosure, the Uttar Pradesh Pollution Control Board (UPPCB) informed the tribunal that no amount has been deposited so far against the environmental compensation of Rs 58.39 crore imposed on Agra Nagar Nigam. This substantial penalty underscores the severity of environmental violations in the region.

For Mathura-Vrindavan Nagar Nigam, the board reported that only Rs 47.38 lakh has been deposited against a total penalty of Rs 7.20 crore. This represents a mere fraction of the required amount, indicating a critical shortfall in compliance efforts.

Tribunal's Directives and Future Proceedings

Taking serious note of these deficiencies, the NGT has mandated both civic bodies to develop and submit a detailed, time-bound roadmap for depositing the outstanding compensation amounts. This directive aims to ensure accountability and prompt action in addressing environmental concerns.

The matter has been scheduled for further hearing on July 8, 2026, providing a clear timeline for authorities to demonstrate progress. This step is part of broader efforts to rejuvenate urban areas in Uttar Pradesh, aligning with national environmental goals.
