The National Highways Authority of India (NHAI) has issued comprehensive guidelines to protect workers from the ongoing heatwave conditions. All contractors, concessionaires, and toll collection agencies have been directed to implement staggered working hours to minimize exposure during peak heat hours, typically between 12 p.m. and 4 p.m.
Mandatory Safety Protocols
The guidelines outline mandatory safety protocols for construction sites, maintenance work, and toll plazas. These measures must be implemented immediately by all relevant entities. Labour-intensive and heat-generating activities such as asphalt laying and welding are to be scheduled during early morning or late evening hours to avoid the hottest part of the day.
Cooling Breaks and Acclimatization
Mandatory cooling breaks at regular intervals have been prescribed, with higher frequency during extreme heat alerts. Special emphasis has been placed on the acclimatization of workers. New or returning workers must be gradually exposed to strenuous tasks over a period of 3 to 5 days to allow their bodies to adapt to the heat.
Medical Readiness
NHAI patrol ambulances will be equipped with ice packs, cold water, and IV fluids to provide immediate medical assistance if needed. For toll operations, entities have been advised to minimize outdoor exposure for personnel during peak heat hours from 11 a.m. to 3 p.m. through optimized shift management and rotational rosters.
Cooling Spaces
Cooling spaces with air-conditioning will be created in toll booths, rest areas, and office blocks to provide relief for workers. These measures aim to safeguard the health of the workforce and prevent heat-related illnesses.
