In a significant move to bolster water security, Odisha Chief Minister Mohan Charan Majhi inaugurated and laid the foundation stones for water resource projects valued at Rs 2,612 crore during the state-level World Water Day celebrations held in Bhubaneswar on Sunday. This comprehensive initiative marks a substantial investment in the region's water infrastructure, aiming to address both immediate and long-term water management challenges.

Details of the Water Resource Projects

The total projects launched include 17 major new projects with an approximate worth of Rs 2,292 crore, for which the foundation stones were laid. Additionally, 124 completed projects, involving nearly Rs 320 crore, were officially dedicated to the people of Odisha. These projects span various aspects of water resource management, from irrigation enhancements to drinking water supply systems, reflecting a holistic approach to water security.

Emphasis on Water Conservation and Public Awareness

Addressing the gathering, Chief Minister Majhi underscored the critical importance of water conservation, stating that even a single drop of water holds immense value for many across the globe. He urged citizens to take a pledge against water wastage, emphasizing that the message of conserving every drop must resonate in every household. Majhi highlighted the transformative impact of the Prime Minister's Jal Jeevan Mission, reiterating Odisha's unwavering commitment to providing clean piped drinking water to every home.

He also pointed to the vital roles played by the Jal Shakti Abhiyan and the Catch the Rain campaign in promoting sustainable water practices. Majhi asserted that water security is a fundamental prerequisite for building a strong and developed Odisha, calling for collective efforts from all residents to achieve this goal.

Engagement of Women and Self-Help Groups

In a move to foster community involvement, the government has engaged women and self-help groups as Jal Sathi to promote responsible water use at the grassroots level. This initiative aims to empower local communities while ensuring the effective implementation of water conservation measures.

Ongoing and Future Water Initiatives

Chief Minister Majhi outlined several ongoing initiatives designed to enhance water security across the state. These efforts include:

  • Supplying clean water to remote and underserved areas.
  • Improving agricultural efficiency through the "more crop per drop" approach, which focuses on optimizing water usage in farming.
  • Expanding afforestation under the 'Ek Ped Maa Ke Naam' campaign to support water retention and environmental sustainability.

Majhi revealed ambitious targets to raise Odisha's crop intensity to 220% by 2036 and further to 250% by 2047. These goals will be supported by groundwater recharge structures implemented under the Chhata and Arua schemes, ensuring sustainable agricultural growth.

Success Stories in Irrigation and Water Management

The Chief Minister cited several successful projects that have already made a tangible impact. These include:

  • Canal lining systems that reduce water loss.
  • Rehabilitation programmes for existing water infrastructure.
  • The Lower Suktel irrigation project.
  • The Kusumi smart irrigation project.

Collectively, these initiatives have brought an additional 2.2 lakh hectares under irrigation in the last 21 months, significantly boosting agricultural productivity and water efficiency.

Additional Launches and Proposals

During the event, Chief Minister Majhi also inaugurated the 'Kalika' childcare centre at Rajiv Bhavan and launched the pilot of an AI-driven citizen feedback mechanism known as the 'Bindu' chatbot. This innovative tool aims to enhance public engagement and streamline feedback on government services.

Deputy Chief Minister Kanak Vardhan Singh Deo, who addressed the gathering, proposed a novel idea for water conservation. He suggested that old low-level bridges should not be demolished at locations where high-level barrages are being constructed. Instead, he recommended fitting gates to these bridges to utilize them for water storage and management purposes.

In response, Chief Minister Majhi instructed officials to conduct a detailed study of this proposal and submit a comprehensive report. Once approved, the project will be implemented through a fast-track approach, as confirmed by officials present at the event.

The World Water Day celebrations in Bhubaneswar thus served as a platform not only for launching critical infrastructure projects but also for reinforcing the state's commitment to sustainable water management and public welfare.
