Odisha Government Establishes Siti-Odisha as Premier Policy Research Institute
The Odisha government has announced the creation of the State Institute for Transformative Initiatives (Siti-Odisha), positioning it as the state's apex policy research and strategic advisory body. This significant institutional development comes with Chief Minister Naveen Patnaik designated to head its governing council, signaling the highest level of governmental commitment to this initiative.
Replacing Conventional Planning Mechanisms
This strategic move follows the state government's decision to dissolve the State Planning Board on July 18, 2024, reflecting a deliberate shift away from conventional planning mechanisms toward more dynamic, forward-looking governance structures. The planning and convergence department has issued an official resolution establishing Siti-Odisha under its administrative control, effectively creating the state government's primary think tank for steering long-term development.
The institute is specifically designed to align policy interventions with two major national and state development frameworks: Samrudha Odisha 2036 and Viksit Bharat 2047. Officials have indicated that Siti-Odisha will function similarly to Niti Aayog at the national level, providing comprehensive policy guidance across multiple sectors.
Comprehensive Thematic Focus Areas
According to the detailed resolution, Siti-Odisha will provide expert advice to the government across six critical thematic areas:
- Economy and Finance
- Rural Economy and Livelihoods
- Employment and Urban Development
- Ideation and Innovation
- Energy Transition
- Environment, Forests, Mining and Natural Resources
The Chief Minister's Office has emphasized that Siti-Odisha will establish a forward-looking institutional framework anchored in four key principles: strategic policy thinking, innovation, cooperative federalism, and outcome-based governance. This approach aims to ensure that policy interventions directly address the state's most pressing development priorities.
Organizational Structure and Leadership
The institute will be led by a comprehensive governing council chaired by the Chief Minister. This council will include several key positions:
- A vice-chairperson appointed by the Chief Minister in the rank of cabinet minister
- Four full-time members of eminence with domain expertise in the rank of minister of state
- Nine ex-officio members representing various government departments
- Two special invitees with relevant expertise
The governing council is mandated to meet at least once annually, with provisions for additional meetings as required by emerging policy challenges or development priorities.
Operational Framework and Supporting Institutions
Under the proposed organizational structure, the development commissioner-cum-additional chief secretary will serve as the member secretary, ensuring coordination between the institute and government departments. Additionally, the Chief Minister will appoint a chief executive officer for a fixed tenure, selecting from the IAS cadre at the rank of principal secretary or commissioner-cum-secretary.
Siti-Odisha will be operationally supported by several key components:
- A programme director overseeing implementation
- A multidisciplinary Project Implementation Unit
- A dedicated administrative wing
An attached institution, the State Monitoring and Evaluation Office, will function under Siti-Odisha as the nodal body for evidence-based governance and performance tracking of government programmes. This monitoring mechanism is designed to ensure accountability and measure the effectiveness of policy interventions.
