Odisha Inks Key Agreements with Union Government to Revolutionize Rural Water Supply Under Jal Jeevan Mission 2.0
In a significant move aimed at bolstering rural drinking water infrastructure, the state of Odisha formally signed Memoranda of Understanding (MoUs) with the Union government on Tuesday. This initiative is part of the nationwide rollout of reform-linked implementation under the ambitious Jal Jeevan Mission (JJM) 2.0, which seeks to ensure sustainable and reliable water access across India's villages.
High-Level Review Meeting and Virtual Participation
The signing ceremony took place during a review meeting chaired by Union Jal Shakti Minister CR Patil in New Delhi. Representing Odisha, Chief Minister Mohan Charan Majhi and Rural Development and Drinking Water Minister Rabi Narayan Naik attended the event virtually, underscoring the collaborative effort between state and central authorities.
Chief Minister Majhi hailed the agreement as a pivotal step towards achieving the 'Har Ghar Jal' (water in every home) vision. He emphasized that Odisha is implementing JJM 2.0 with a renewed focus on three core areas: enhanced community participation, financial sustainability, and robust monitoring mechanisms. This approach is designed to ensure long-term success and accountability in water management.
Digital Integration and Ongoing Initiatives
Majhi detailed several ongoing initiatives that are integral to the mission's success. These include asset strengthening and comprehensive digital integration. All water supply assets are being registered on the Sujal Bharat platform, which facilitates centralized tracking and management. Additionally, unique Sujal Gram IDs have been assigned for real-time monitoring of water supply systems, enabling prompt issue resolution and efficient resource allocation.
To improve citizen services, the state has strengthened its Basudha helpline and introduced a WhatsApp interface. These platforms allow residents to report problems, seek assistance, and provide feedback, thereby fostering greater transparency and responsiveness in water service delivery.
Past Achievements and Future Goals
The Chief Minister highlighted major accomplishments under the mission to date, which demonstrate Odisha's commitment to water conservation and infrastructure development:
- Creation of 2.21 lakh water conservation and rainwater harvesting structures
- Restoration of over 43,000 water bodies to improve storage and recharge capacity
- Completion of 42,000 groundwater recharge initiatives to combat depletion
- Undertaking of more than 2 lakh watershed works to enhance soil and water management
Union Minister CR Patil commended Odisha's dedication and outlined the current priorities under JJM 2.0. These include bridging existing infrastructure gaps, covering remaining households without access, and ensuring the sustainability of water supply systems. Patil stressed the importance of formally handing over completed schemes to local communities with proper documentation, which empowers residents to take ownership and manage resources effectively.
Empowering Communities and Promoting Efficiency
Patil also emphasized the need to strengthen local water management systems and empower women through targeted training programs. Women are being trained in water quality testing using field test kits, which not only ensures safe drinking water but also promotes gender inclusion and skill development in rural areas.
The Union Minister highlighted the broader social impact of JJM, noting that it has already liberated nearly nine crore rural women from the arduous task of fetching water, marking a transformative shift in daily life and gender dynamics. He reiterated Prime Minister Narendra Modi's focus on water use efficiency, mentioning pilot projects for pipeline-based irrigation and the promotion of drip irrigation techniques to conserve this precious resource.
Recognition of Odisha's Progress
Patil appreciated Odisha's strides in digital monitoring of water supply schemes and its substantial progress in the Jal Shakti Abhiyan, particularly in water conservation and the rejuvenation of traditional structures. The establishment of citizen-centric systems like helplines was also praised as a model for other states to emulate.
This collaboration between Odisha and the Union government under Jal Jeevan Mission 2.0 represents a comprehensive effort to address rural water challenges through technology, community engagement, and sustainable practices, setting a benchmark for nationwide water security initiatives.
