PCMC to Roll Out Enhanced Safety Protocols for Rakshak Chowk Flyover Following Structural Audit
The Pimpri Chinchwad Municipal Corporation (PCMC) is preparing to introduce a comprehensive set of precautionary measures for the under-construction Rakshak Chowk flyover near Pimple Nilakh. This decision comes in response to a recent structural safety audit that highlighted serious concerns regarding the flyover's dangerously steep gradient, which has sparked fears about potential risks to motorists.
Audit Triggered by MP's Warning and Site Inspection
The safety audit was initiated after a site inspection by Maval MP and senior Shiv Sena member Shrirang Barne, who raised alarms about the sharp slope. Barne warned that this gradient could transform the flyover into an accident hotspot once it becomes operational. He drew comparisons to the Madhukar Pavale flyover in Nigdi, where a similar steep incline has been linked to numerous accidents over the years. In his recommendations, Barne urged the civic administration to reconsider the design, even proposing an extension of the structure to mitigate the slope's severity.
Proposed Safety Measures and Official Statements
Civic officials have confirmed that the audit report, received last week, has prompted the administration to strengthen safety mechanisms before opening the flyover to the public. Key proposed measures include:
- Enforcing a strict speed limit of 30 kmph to control vehicle flow.
- Adding more rumbler strips to alert drivers of the gradient.
- Installing enhanced signage to provide advanced warnings to motorists.
- Weighing the possibility of restricting two-wheelers, though a final decision is pending.
Despite these safety enhancements, officials have emphasized that the audit did not raise any structural red flags. They stated that the gradient falls within the limits prescribed by the Indian Road Congress (IRC) and that no major design changes were recommended. The Rs 22-crore project, now over 95% complete, is in its final stages. PCMC officials noted that the flyover's design was reviewed by experts from the College of Engineering, Pune (CoEP) and complies with all mandated norms. They clarified that the fresh audit was conducted purely as a precautionary step in light of the raised concerns.
MP's Stern Caution and Accountability Threats
Shrirang Barne has maintained a firm stance on the issue. During his visit in February, he criticized the project's execution, alleging lapses in addressing the technical challenges posed by the slope. He issued a stark warning, stating that if accidents occur after the flyover opens, strict legal action, including charges of culpable homicide, will be pursued against the consultant and responsible officials.
