Pune Collector Issues 20-Day Ultimatum for Highway Lane Discipline Action Plan
In a decisive move to enhance road safety, Pune Collector Jitendra Dudi has imposed a strict 20-day deadline for multiple agencies to develop a comprehensive action plan aimed at enforcing lane discipline on highways traversing the district. This urgent directive comes in the wake of the recent propylene-laden tanker accident on the Pune-Mumbai Expressway, which caused significant traffic disruptions and highlighted critical safety lapses.
Comprehensive Strategy for Highway Safety
The proposed action plan is expected to incorporate a multi-faceted approach, including stricter enforcement checks, improved inter-agency coordination, and clearly defined role allocations among key stakeholders. These stakeholders encompass the highway police, the Maharashtra State Road Development Corporation (MSRDC), and the National Highways Authority of India (NHAI).
During a crucial review meeting held on Friday, Collector Dudi issued specific instructions for the preparation of Standard Operating Procedures (SOPs) at the exit points of major highways. This initiative particularly targets intersections where multiple highways converge, aiming to standardize traffic flow and enhance predictability for motorists.
Focus on High-Traffic Corridors and Preventive Measures
"The primary focus areas are the Pune-Mumbai, Pune-Satara, Pune-Solapur, Pune-Ahmednagar, and Pune-Nashik highways," Dudi emphasized in a statement to TOI. "These corridors experience heavy daily traffic volumes and frequent violations of road rules. Our emphasis must shift from reactive actions post-accident to robust preventive measures. Ensuring strict lane discipline and scientifically designed exits is paramount to reducing fatalities."
Officials clarified that the new SOPs will standardize exit designs and traffic movement protocols across all district highways. This standardization is intended to allow drivers to anticipate exits well in advance, thereby minimizing last-minute, hazardous maneuvers that often lead to accidents.
Implementation of Advanced Monitoring Systems
To bolster enforcement, Collector Dudi has directed the establishment of separate, dedicated control rooms. One set will be tasked with monitoring lane discipline in real-time, while another will oversee feeds from AI-based camera systems installed along critical highway stretches. "Implementing this advanced monitoring infrastructure is essential to preventing future accidents," Dudi asserted.
Furthermore, authorities have been instructed to ensure the adequacy and visibility of road signages, especially boards marking "no overtake" zones at identified accident-prone locations, sharp curves, and exit ramps. Inadequate or poorly visible signage has frequently been cited as a contributing factor in post-accident reviews.
Enhanced On-Ground Deployment and Enforcement
Dudi underscored the necessity for improved on-ground personnel deployment and real-time monitoring, particularly during peak traffic hours and at junctions where state highways connect with national highways. Specific directions were issued to the highway police to intensify checks and crack down on reckless driving behaviors, including:

- Sudden braking near exits
- General violations of lane discipline
