The Punjab State Power Corporation Limited (PSPCL) has launched a comprehensive revision of its guidelines for new and modified electricity connections, marking a significant step toward faster service delivery and simplified procedures. This initiative aligns with the state government's commitment to enhancing the "Ease of Doing Business" environment across Punjab.

Key Changes for Low Tension Consumers

Under the newly issued commercial circular from the chief engineer in Patiala, Low Tension (LT) consumers seeking new connections or load enhancements up to 50 kW will experience substantial relief. The corporation has eliminated the mandatory requirement for submitting test reports or self-certifications from licensed electrical contractors.

Instead, applicants must now provide an online declaration confirming that their internal electrical wiring has been properly installed and tested by either a licensed contractor or a designated government officer. For LT consumers requiring connections exceeding 50 kW, while test reports remain necessary, the previously mandatory on-site verification by PSPCL officials has been waived.

Revised Procedures for High Tension Consumers

The reforms extend to High Tension (HT) and Extra High Tension (EHT) consumers with significant modifications. Inspection by the chief electrical inspector (CEI) continues to be compulsory for all new HT/EHT connections. However, applicants no longer need to submit test reports at the application stage, streamlining the initial process.

Existing HT/EHT consumers expanding their load capacity face different requirements based on their infrastructure changes. Those installing new transformers must undergo CEI inspection, while those extending their load without transformer installation are exempt from inspections. The corporation has clarified that these relaxations do not apply to the agricultural pump (AP) category, and annual compliance inspections remain mandatory for all existing HT/EHT consumers.

PSPCL field officers have received instructions to widely publicize these changes through local newspapers and cable television networks to ensure maximum consumer awareness. These strategic measures are designed to achieve multiple objectives:
