The state election commission (SEC) has issued a formal notice to the Maharashtra Pollution Control Board (MPCB) for allegedly violating the model code of conduct. The violation pertains to the approval of funds for municipal councils during the election period without obtaining prior permission from the commission. The SEC has sought a detailed report from MPCB regarding this matter.
Details of the Alleged Violation
According to officials, the MPCB conducted its 186th board meeting on November 25, 2025. At that time, the model code of conduct was in force for the elections to municipal councils and nagar panchayats. During the meeting, the board approved plans to invite tenders and utilize funds amounting to approximately Rs 77 crore for the purchase of solid waste management equipment. This equipment was intended for four municipal councils.
SEC's Action and Next Steps
The SEC has taken serious note of this action, stating that any financial approvals or fund utilization during the election period require explicit permission from the commission to ensure a level playing field. The notice demands a comprehensive explanation from MPCB, including the reasons for bypassing the required approval process. The commission may take further action based on the response received.
This development highlights the strict enforcement of the model code of conduct by the SEC to prevent any undue influence on voters through government spending. The MPCB has been given a deadline to submit its report, failing which the commission might consider imposing penalties.
