The Noida Authority has officially appointed the School of Planning and Architecture (SPA) to prepare a detailed city logistics plan. This initiative aims to create efficient and climate-friendly urban freight movement throughout Noida.
National Workshop Leads to Noida Selection
Following a national-level workshop on city logistics planning held on June 25, 2025, Noida was specifically shortlisted for this comprehensive planning effort. The Ministry of Commerce & Industry, through its Department for Promotion of Industry and Internal Trade (DPIIT), is steering this important CLP initiative.
Four Key Outcomes Expected
The project targets four significant deliverables:
- A strategic and institutional framework designed for clean and efficient freight movement
- Implementable measures derived from the national action plan for climate-friendly freight traffic
- Capacity development programs to support practical on-ground implementation
- A systematic approach to measure greenhouse gas emissions and other pollutants from the freight sector for national reporting purposes
Comprehensive Assessment Process
SPA will conduct a thorough baseline assessment of Noida's freight ecosystem. This involves engaging with multiple stakeholders including government agencies, private companies, and technology providers. The assessment will include:
- Reviewing existing reports, traffic surveys, policy decisions, and planning documents
- Assessing current and future transport and logistics investments
- Analyzing data across different transport modes
- Studying land-use plans to identify key freight-generating areas
- Reviewing existing regulations and infrastructure capabilities
Sector-Specific Strategies
The plan will focus on three high-impact sectors with detailed analysis of freight mobility issues. SPA will map supply chains, examine vehicle movement patterns, and address costs, parking, and safety concerns. Based on this analysis, the institution will recommend practical solutions tailored to each sector's needs.
Stakeholder Engagement Framework
SPA will facilitate the formation of Freight Partnership Committees (FPCs) for key sectors through extensive stakeholder engagement. This process includes stakeholder mapping, organized meetings and workshops, moderated discussions, preparation of concept notes and presentations, and identification of key issues and data gaps that need addressing.
Broader Implications
The completed city logistics plan will establish practical strategies for priority sectors along with a monitoring framework and capacity-building measures. Officials believe this model could eventually be replicated in other cities across India, creating a blueprint for sustainable urban freight management nationwide.
According to authority officials, the CLP promises significant benefits for Noida residents and businesses. The plan aims to reduce traffic congestion, cut harmful emissions, and streamline last-mile logistics operations throughout the city. This comprehensive approach represents a major step toward creating more sustainable urban transportation systems.
