Stray Dog Management Emerges as Critical Issue Ahead of Delhi Budget Session
With the Budget Session of the Delhi Legislative Assembly scheduled to commence on Monday, the management of stray dogs has surfaced as a pivotal concern. Animal welfare organizations are advocating for enhanced financial allocations and a more systematic strategy to control the population of stray canines across the national capital.
Supreme Court Directives and Ongoing Scrutiny
The issue has been under intense scrutiny since last year, particularly following directives from the Supreme Court. This heightened attention stems from a surge in dog-bite incidents and escalating public safety apprehensions. The apex court emphasized the necessity of removing stray dogs from sensitive zones, including schools, hospitals, and courts, while ensuring humane treatment and proper relocation procedures.
Despite continuous efforts by civic authorities such as the Municipal Corporation of Delhi and the New Delhi Municipal Council, residents and activists argue that current measures are insufficient to tackle the magnitude of the problem effectively.
Advocacy for Animal Birth Control and Expert Consultation
Animal activist Madhavi Bal highlighted the critical importance of prioritizing the Animal Birth Control programme over shelter-based approaches. "Focus on ABC, not on the shelters. It is scientific and more cost-effective—about Rs 1,500 per dog as a one-time cost compared to Rs 2,500-Rs 3,000 per dog per month for lifetime shelter care, apart from infrastructure costs," she stated.
Another activist, Mohak Kohli, called for expert consultations, regular audits of veterinary hospitals, stricter monitoring of vaccination processes, and robust enforcement against animal cruelty. "There is a need for awareness among schools, Resident Welfare Associations, and enforcement agencies, along with steps like banning illegal breeding and encouraging ethical adoptions," he added.
MCD's Initiatives and Future Plans
Earlier this year, the Municipal Corporation of Delhi allocated Rs 10 crore in its latest budget to address the stray dog issue, with a focus on vaccination, sterilisation, and strengthening shelter infrastructure. Standing Committee Chairperson Satya Sharma noted that this move reflects a renewed emphasis on priority areas.
As part of its comprehensive plan, the civic body aims to:
- Establish at least one dog shelter in each zone.
- Expand sterilisation centres by adding new kennels.
- Roll out a mass anti-rabies vaccination drive.
Additionally, around 735 designated feeding points have been identified in accordance with court guidelines, though officials acknowledge challenges in implementation and monitoring.
Stakeholder Calls for Enhanced Budgetary Support
While these steps signify progress, stakeholders assert that the upcoming Delhi Budget must build on existing efforts through:
- Higher financial allocations.
- Improved coordination among agencies.
- Stricter oversight mechanisms.
This multifaceted approach is deemed essential to effectively balance public safety concerns with animal welfare imperatives, ensuring a sustainable solution to the stray dog management crisis in Delhi.
