Traffic Signal Maintenance Crisis in Thiruvananthapuram
Traffic signals across Thiruvananthapuram have been operating without structured maintenance since 2022, raising significant safety concerns at several major junctions. The annual maintenance contract (AMC) with Keltron, the state-run agency responsible for maintaining signal infrastructure, remains pending for approval, leaving critical upkeep tasks unattended.
Contract Delays and Operational Challenges
The AMC, which covered essential servicing such as battery replacement, upkeep of solar units, and system repairs, expired in 2022. In the absence of a valid contract, Keltron has been unable to carry out scheduled maintenance work. A Keltron official in Thiruvananthapuram explained that the police department had issued the AMC until 2022. After its expiry, the agency reapplied through the Kerala Road Safety Authority (KRSA) and was later informed that the motor vehicles department (MVD) would issue the contract. However, final approval is yet to be granted, leaving the system in a state of neglect.
Impact on Traffic Safety
In recent months, intermittent signal failures have been reported at major junctions, including Karamana–Kaliyikkavila, Chackai, and Petta. Solar-powered signals at several locations are functioning partially, and faulty lights have not been replaced. Officials emphasized that timely battery replacement is critical, especially for solar-powered units that require periodic inspection and servicing. "At present, we cannot legally proceed with maintenance work without a valid AMC. Without the contract, billing for maintenance cannot be generated and the system remains unattended," the official stated.
Accident Risks and Official Responses
Police officers acknowledged that signal malfunctions have contributed to accidents at certain locations, though they maintained that such cases are few. R Suresh, assistant commissioner of police (traffic), noted that most accidents occur due to rash or drunk driving, but malfunctioning signals have occasionally been a contributing factor. Responding to queries, a KRSA official said administrative approval for renewing the AMC has already been granted, and final clearance will be issued once procedural requirements from the MVD are completed.
