The Tamil Nadu Power Distribution Corporation Ltd (TNPDCL) is currently holding crores of rupees in refundable security deposits, with more than 1.5 lakh former consumers across at least six districts still awaiting their dues. These delays have persisted for months, and in numerous instances, have stretched into years following the surrender of electricity connections.

Understanding the Security Deposit Mechanism

A security deposit is a mandatory amount paid by consumers to TNPDCL when applying for a new electricity service connection, alongside other applicable charges. The deposit quantum varies significantly based on the consumer category, such as domestic, commercial, or industrial. According to established procedure, this deposit must be refunded in full when the consumer surrenders the service and the respective account is permanently closed.

District-Wide Breakdown Reveals Alarming Figures

The scale of the issue becomes starkly evident when examining district-specific data. In Tiruvannamalai district alone, a staggering 38,744 consumers are yet to receive their security deposits, amounting to ₹15.44 crore. Similarly, in Cuddalore district, deposits worth ₹12.13 crore belonging to 35,348 consumers remain locked with TNPDCL.

Neelakanta Pillai, a prominent consumer activist who has formally lodged a complaint with the Tamil Nadu Electricity Ombudsman, provided a broader perspective. He asserts that if all pending dues from TNPDCL to consumers across the entire state are accurately accounted for, the total figure could easily surpass ₹400 crore. "This is fundamentally the people's money, yet TNPDCL has failed to establish any effective mechanism to settle these outstanding dues," Pillai emphasized.

Systemic Failures and Procedural Hurdles

Pillai further highlighted systemic inefficiencies within the corporation. He pointed out that consumers might be forced to wait indefinitely for their refunds because TNPDCL has not maintained proper year-wise records of these transactions. In a critical observation, he noted that the same officials who have not expedited deposit refunds have also failed to recover at least ₹41 crore in pending arrears from approximately 43,000 active services, raising serious questions about the department's overall operational efficiency.

The personal ordeal faced by consumers underscores these systemic issues. A consumer from Krishnagiri, speaking on condition of anonymity, revealed that his security deposit of ₹5 lakh has not been settled by TNPDCL even six months after surrendering his service. "The corporation has asked us to submit an undertaking on a ₹500 stamp paper. The entire process seems unnecessarily protracted and is still ongoing," the frustrated consumer stated.

Official Response and Promised Action

When contacted for comment, a senior TNPDCL official acknowledged the problem and assured that corrective measures are being planned. "We are committed to streamlining the refund process and ensuring the release of funds to eligible consumers. The concerned officers will be instructed to accelerate the reconciliation efforts and complete them in a strict, time-bound manner," the official stated.

This situation highlights a significant gap in consumer service within a critical public utility, affecting the financial rights of hundreds of thousands of residents across Tamil Nadu.
