The Uttar Pradesh government has issued an order allowing the 57,694 outgoing gram pradhans to continue in administrative roles after the tenure of gram panchayats ended on Tuesday. The move aims to prevent any administrative vacuum at the village level until fresh panchayat bodies are constituted.

Background of the Decision

The Panchayati Raj Department clarified that the five-year term of gram panchayats elected after the 2021 elections formally concluded on May 26, in line with the Uttar Pradesh Panchayat Raj Act, 1947. To ensure continuity in governance and essential services, the government decided to appoint the existing gram pradhans as administrators from May 27 onward.

Implementation and Oversight

The order, signed by principal secretary Anil Kumar, has been circulated to all divisional commissioners, district magistrates (DMs), panchayati raj officials, and the State Election Commission for compliance across Uttar Pradesh. The DMs in all districts are authorized to oversee and implement these appointments.

According to the order, these administrators will manage the day-to-day or routine functioning of gram panchayats until the newly elected bodies hold their first meeting following the 2026 elections. The arrangement will remain in place for a maximum period of six months, whichever is earlier.

Restrictions on Decision-Making

The order imposes restrictions on the decision-making powers of these administrators. They are not allowed to take any policy decisions during their tenure. However, in exceptional or urgent circumstances, proposals involving policy matters can be routed through the district panchayat raj officer and placed before the DM for approval.

Officials say this move ensures continuity in governance and essential services at the village level during the transition phase between the end of the current panchayat term and the formation of new panchayats. The state government has taken this step to avoid any administrative vacuum and maintain smooth functioning of gram panchayats.

This decision affects all 57,694 gram panchayats in Uttar Pradesh, ensuring that village-level administration continues without interruption until the next elections are held and new bodies are formed.
