West Champaran District Records Significant Growth in Passport Service Demand
Patna: The remote district of West Champaran in Bihar has experienced a notable upward trend in passport service demand over the past two years, with a substantial increase in applications reflecting growing aspirations among residents.
Application Statistics Show Sharp Increase
In 2024, the Regional Passport Office (RPO) in Patna received a total of 21,701 passport applications from West Champaran, including 1,382 from female applicants. The following year, 2025, saw this number rise to 26,730 applications, marking an overall growth of approximately 23.2%.
This increase included 1,610 female applicants, representing a growth of about 16.5%, while male applicants saw a sharper rise of approximately 23.6%. Additionally, three transgender applicants were issued passports in West Champaran in recent years, highlighting inclusive service delivery by the passport office.
Reasons Behind the Rising Demand
Regional Passport Officer Swadha Rizvi, an Indian Foreign Service (IFS) officer, explained the factors driving this surge. "The per capita income of Bihar has increased in recent years, so have the people's aspirations," she stated. "Though we have not conducted a specific survey, most people likely seek passports for lucrative jobs abroad. Other major applicants include Haj pilgrims, students going overseas, and tourists. Some Indian companies also require passports from new appointees."
Rizvi emphasized that the steady rise indicates increasing awareness, improved outreach by RPO Patna, and growing mobility aspirations among district residents. West Champaran has consistently ranked among the top 10 districts in Bihar for both passport applications and issuances over the past two years.
New Passport Seva Kendra to Enhance Access
In response to this upward trend, the Ministry of External Affairs (MEA) has decided to open a Post Office Passport Seva Kendra (POPSK) at Ram Nagar in West Champaran district. Scheduled for inauguration on April 13 by the MP of Valmiki Nagar, this will be the 454th POPSK in India and the 38th in Bihar.
The POPSK, located in Sub Post Office premises, will provide convenient, transparent, and efficient passport services closer to residents' homes. It will facilitate fresh applications, renewals, and issuance of Police Clearance Certificates (PCC).
Operational Details and Impact
The Ram Nagar POPSK will offer 50 appointment slots daily—45 for passports and five for PCC. Applicants need to visit only once for document verification and biometric capture. Upon receiving a clear police report and no discrepancies, passports are expected via Speed Post in around five days.
Rizvi noted that with Ram Nagar, passport offices will be operational in all 40 Lok Sabha constituencies of Bihar, demonstrating the Centre's commitment to universal access and last-mile service delivery. This expansion aligns with the broader increase in passport demand across many districts in Bihar, with West Champaran standing out as a key example.
