Andhra Pradesh Fast-Tracks Natural Gas Infrastructure with New Regulatory Framework
In a significant move to enhance clean energy accessibility, the Andhra Pradesh government is aggressively expanding its natural gas infrastructure across the state. Chief Secretary G Sai Prasad emphasized this initiative during the first meeting of the state-level utilities coordination committee held at the secretariat in Vijayawada on Wednesday.
Addressing Global Energy Supply Disruptions
The meeting critically reviewed the impact on the city gas distribution (CGD) system in light of recent disruptions in global energy supply chains, particularly stemming from the ongoing Iran-Israel conflict. This geopolitical tension has underscored the urgency for domestic energy security and diversification of fuel sources.
New Regulatory Framework: AP CGD Right of Way Rules, 2026
To streamline project approvals and accelerate execution, the state government has introduced the AP CGD Right of Way Rules, 2026. This comprehensive framework includes several key provisions:
- Deemed Approvals: Applications will be automatically approved within 24 hours if no objections are raised, significantly reducing bureaucratic delays.
- Single-Window System: A unified platform for all necessary clearances to simplify the process for stakeholders.
- District-Level Committees: Local committees established to ensure swift implementation and address ground-level challenges promptly.
Direct Benefit Transfer Subsidy to Promote PNG Adoption
In a bid to encourage households to switch to cleaner fuels, the government is launching a direct benefit transfer (DBT) scheme. This initiative offers an annual subsidy of ₹2,400 to promote the use of piped natural gas (PNG), aiming to reduce dependence on traditional LPG and make clean energy more affordable for the public.
Infrastructure Revival and Expansion Efforts
Chief Secretary Sai Prasad highlighted the revival of the Srikakulam–Kakinada pipeline, a project that safeguards an investment of ₹400 crore. Concurrently, efforts are intensifying to expand CGD infrastructure statewide, supported by reforms such as "dig and restore" policies, zero rental charges, and expedited approvals. These measures have enabled the state to secure an additional 10% LPG allocation.
Ambitious Targets for Clean Energy Leadership
Setting a bold vision, the government aims to provide 10,000 PNG connections in each district and expand natural gas usage across commercial and industrial sectors. This strategy positions Andhra Pradesh as a frontrunner in clean energy adoption, contributing to environmental sustainability and energy independence.
Collaboration with Oil Companies
Sai Prasad called upon all oil companies to extend full cooperation in accelerating natural gas expansion. The meeting was attended by Special Chief Secretary for Transport, Roads and Buildings M T Krishna Babu, along with representatives from various oil companies, underscoring a collaborative approach to achieving these goals.
