Delhi Government Unveils 'Bhu-Aadhaar' Initiative to Modernize Land Records

In a significant move to address long-standing land boundary disputes, the Delhi government has officially launched the 'Bhu-Aadhaar' card initiative. This program assigns a unique 14-digit identification number to every land parcel within the city, aiming to bring transparency and efficiency to land ownership records.

Revolutionary Step Towards Digital India Vision

Chief Minister Rekha Gupta announced the initiative on Sunday, describing it as a revolutionary step that aligns with Prime Minister Narendra Modi's vision of 'Digital India'. The Unique Land Parcel Identification Number (ULPIN), commonly referred to as Bhu-Aadhaar, is part of the Central Government's Digital India Land Records Modernisation Programme (DILRMP), which was initiated in 2021.

The Delhi Chief Minister's Office (CMO) stated that this initiative is designed to modernize Delhi's land records, thereby freeing citizens from the burdens of protracted land disputes. The implementation has been entrusted to the IT branch of the revenue department, with support from the Survey of India.

Advanced Technology for Accurate Mapping

To ensure precision, the government is utilizing advanced technology, including drone surveys and high-resolution imaging. Approximately 2 terabytes of high-quality geospatial data and drone-based Ortho Rectified Images (ORI) are being sourced from the Survey of India. This data will be used to generate accurate ULPINs for all areas of Delhi, including 48 villages already covered under the SVAMITVA scheme.

Previously, Rs 1.32 crore had been allocated for the project, with financial management overseen by the IT branch. The government plans to expand the system across Delhi in a phased manner, following a standard operating procedure with defined timelines.

Successful Pilot Project and Future Expansion

A pilot project has already been successfully completed in Tilangpur Kotla village in West Delhi district, where 274 ULPIN records have been generated. This success paves the way for broader implementation.

The Bhu-Aadhaar system promises to ensure complete transparency in land ownership. The 14-digit code will be geo-referenced, which is expected to minimize disputes over land boundaries significantly.

Benefits for Citizens and Government

For citizens, the initiative is anticipated to bring ease and convenience. Instead of navigating multiple documents to establish land ownership, a single number will provide comprehensive details of the property. This streamlined approach is set to reduce bureaucratic hurdles and enhance user experience.

Additionally, the system will facilitate better coordination of land data among various government departments. It is also expected to effectively curb fraudulent transactions and multiple registrations, thereby strengthening the integrity of land records.
