India and Haryana Forge Partnership for Enhanced Rural Water Management Under Jal Jeevan Mission 2.0
In a landmark move to fortify rural water systems, the Government of India and the Haryana government officially signed a Memorandum of Understanding (MoU) on Friday for the implementation of Jal Jeevan Mission 2.0. This strategic agreement marks a pivotal step in advancing water infrastructure across the state, with a renewed focus on sustainability and quality.
Virtual Ceremony Highlights Collaborative Efforts
The MoU was signed virtually in a ceremony attended by Union Jal Shakti Minister C R Patil and Haryana Chief Minister Nayab Singh Saini. Representing the Haryana government, Mohammed Shayin, Commissioner and Secretary of the Public Health Engineering Department, executed the document. Chief Minister Saini participated via video conferencing from Chandigarh, joined by key officials including Public Health Engineering Minister Ranbir Gangwa, Chief Secretary Anurag Rastogi, and Deputy Principal Secretary to the Chief Minister Yashpal.
Expanding the Scope of Water Initiatives
Chief Minister Saini described the MoU as a crucial milestone that will deepen collaboration between the central and state governments. Jal Jeevan Mission 2.0 aims to broaden its scope beyond mere water supply, incorporating critical elements such as water quality, long-term sustainability, and efficient resource management.
The second phase will involve several key initiatives:
- Modernization of existing water storage infrastructure to enhance capacity and efficiency.
- Expansion of piped water supply to reach all remaining households, ensuring universal access.
- Targeted interventions in water-stressed districts, including Nuh, Palwal, and Mahendragarh, to address local challenges.
An estimated investment of Rs 3,000 crore has been allocated for these projects, underscoring the government's commitment to transformative change.
Building on Past Successes
Highlighting the achievements under the first phase of the mission, Chief Minister Saini noted that Haryana successfully fulfilled its commitment to provide functional household tap connections (FHTCs) and regular potable water supply in rural areas. When the Jal Jeevan Mission was launched in 2019, only 58 percent of rural households in Haryana had tap water connections.
Through sustained efforts, the state achieved 100 percent coverage by April 6, 2022, positioning Haryana among the leading states in the country. Saini termed this accomplishment a transformational milestone that has significantly improved the lives of lakhs of families.
Social Impact and Infrastructure Development
The chief minister emphasized the profound social impact of the mission, particularly for women who previously had to fetch water from distant sources. Access to safe drinking water at their doorstep has not only improved service delivery but also enhanced dignity and quality of life for countless individuals.
Haryana has developed a robust water supply infrastructure, including:
- Canal-based water works for large-scale distribution.
- Tube-well based systems for localized supply.
- Boosting stations to maintain consistent water pressure across the state.
Governance and service delivery have been strengthened through technological platforms such as the BISWAS portal for transparent billing, the BBPS platform for easy payments, and a multi-channel grievance redressal system to address citizen concerns promptly.
Ensuring Water Quality and Monitoring
To guarantee water safety, Haryana has established NABL-accredited advanced laboratories in all 23 districts. Additionally, mobile water testing vans have been deployed in remote areas to facilitate real-time monitoring and ensure compliance with quality standards.
Union Minister Applauds Haryana's Achievements
Union Jal Shakti Minister C R Patil, who joined the event virtually from New Delhi, commended Haryana's exemplary performance under the first phase of the mission. He stated that Haryana has set a benchmark by achieving 100 percent coverage, attributing this success to the leadership of Chief Minister Saini and the dedication of the administrative machinery.
Minister Patil highlighted the importance of continuous coordination with states to ensure the effective implementation of Jal Jeevan Mission 2.0, reinforcing the collaborative spirit that drives India's water management initiatives forward.
