Karnataka's Draft Digital Safety Bill Aims to Revolutionize Social Media Regulation with AI Focus
Bengaluru: In a significant move towards strengthening digital governance, Karnataka has proposed a groundbreaking digital safety law designed to tighten regulation of social media platforms, with a sharp emphasis on artificial intelligence (AI), expedited content moderation, and enhanced user protections. According to a draft submitted to Chief Minister Siddaramaiah, this initiative marks a pivotal shift towards fostering responsible digital citizenship in the rapidly evolving AI era.
India's First State-Level AI-Compliant Framework
The draft bill, titled the Karnataka Responsible Social Media & Digital Safety Bill, 2026, positions the state as a potential pioneer in decentralized digital governance. S Mohanadass Hegde, a member of the Karnataka State Policy and Planning Commission (KSPPC), which prepared the draft, stated, "If everything goes to plan, it will be India's first state-level, AI-compliant, citizen-centric digital safety framework." This proposal represents a notable departure from existing central laws, such as the Information Technology Act, 2000, and the IT Rules, 2021, by introducing a localized regulatory approach with citizen-focused safeguards.

- AI-Generated Content and Deepfakes: A highlight of the legislation is its focus on AI-generated content, including deepfakes. It proposes mandatory labeling of such material, supported by clear legal definitions and stringent penalties for misuse to combat misinformation and manipulation.
- Time-Bound Accountability: To ensure faster action against harmful content, the bill introduces time-bound accountability, requiring social media platforms to act on flagged content within 24 to 48 hours. - New Regulatory Authority: The proposed Karnataka Digital Safety & Social Media Regulatory Authority will oversee compliance and respond to emerging digital risks.
