Odisha Chief Minister Inaugurates State-Level Budget Awareness Workshop
Bhubaneswar witnessed a significant step toward fiscal transparency as Chief Minister Mohan Charan Majhi inaugurated the state-level budget awareness workshop titled "Ame Janiba, Ama Budget" (We will know, our budget) on Tuesday. The event, held at the Lok Seva Bhawan Convention Centre, marked a pivotal moment in Odisha's governance approach, with Majhi emphasizing that the budget transcends mere financial statements to become a comprehensive blueprint for the state's holistic development and citizen welfare.
Ambitious Economic Vision and Development Targets
Addressing participants at the workshop, Chief Minister Majhi articulated an ambitious vision aligned with national objectives. The state government has set forth transformative targets aimed at reshaping Odisha's economic landscape and improving quality of life. These include a dramatic increase in per capita income from the current Rs 1.8 lakh to Rs 32 lakh by 2047, alongside substantial improvements in living standards.
The comprehensive goals further encompass reducing multi-dimensional poverty to 5%, boosting women's workforce participation to 70%, elevating average life expectancy beyond 80 years, and completely eliminating anaemia and malnutrition from the state. Majhi positioned the 2026-27 budget as instrumental in laying the foundation for this prosperous future, describing it as meticulously aligned with Odisha's long-term development vision.
Substantial Budget Allocation and Economic Transformation Goals
The budget for the fiscal year 2026-27 introduces 31 new initiatives, comprising various programmes and schemes, with a total financial outlay of Rs 3.10 lakh crore. This allocation represents an approximate 7% increase over the previous year's budget estimate, with particular emphasis on capital expenditure to drive sustainable growth.
Chief Minister Majhi unveiled even more ambitious economic transformation goals, stating the government aims to develop Odisha into a $500-billion economy by 2036, ultimately reaching a $1.5-trillion economy by 2047. While acknowledging the formidable scale of this challenge, Majhi expressed unwavering confidence in the people of Odisha, asserting they possess the inherent strength to turn seemingly impossible aspirations into reality, with blessings from Lord Jagannath.
Strategic Sectoral Priorities and Infrastructure Development
The budget outlines clear strategic priorities across multiple sectors essential for comprehensive development. Infrastructure, industry, tourism, agriculture, women's empowerment, education, and health have been identified as key focus areas receiving prioritized attention and resources.
To position Odisha as a major logistics hub, the government will advance several critical projects including:
- The Bhubaneswar-Cuttack-Puri-Paradip Economic Corridor (BCPPER)
- Development of National Waterway-5
- Establishment of new industrial corridors
- Expansion of port infrastructure projects
Tourism development receives special impetus through the Shamuka tourism project in Puri and the comprehensive Chilika restoration plan, both designed to enhance Odisha's appeal as a premier tourist destination.
Social Welfare Initiatives and Grassroots Engagement
The budget incorporates substantial provisions for social development, with special attention to rural development, employment generation, and addressing bonded labour migration. Women's empowerment receives focused reinforcement through initiatives like Subhadra, Lakhpati Didi, and Mukhyamantri Kanya Sumangal, complemented by increased allocations for women-centric programmes.
In the critical sectors of health and education, the government plans significant enhancements through the establishment of new medical colleges, universities, and expanded ICU facilities, ensuring improved access to quality services across the state.
Statewide Awareness Campaign and Public Participation
Chief Minister Majhi announced that the "Ame Janiba, Ama Budget" campaign will be organized at all administrative levels across Odisha until April 14. This extensive outreach initiative aims to explain the budget's key features in simple, accessible language to ensure widespread public understanding.
