Odisha Government Launches Major Affordable Housing Initiative

The Odisha government has officially commenced a significant process to identify and repurpose vacant and unutilized state-owned buildings across urban areas, transforming them into affordable rental housing units. This strategic move aims to substantially expand housing options for the urban poor and working population, addressing a critical need in the state's growing cities.

Official Directive and Implementation Framework

In a detailed memo issued to key departments, Housing & Urban Development Department Additional Chief Secretary Usha Padhee directed officials to systematically identify all such vacant assets under their administrative control. These departments are required to share comprehensive details with the Odisha Urban Housing Mission (OUHM), which will oversee the implementation of this ambitious project.

Padhee emphasized that housing represents a fundamental component of urbanization, directly influencing health, well-being, stability, education, and economic opportunities for families. She noted that while previous housing policies primarily focused on ownership models, the current initiative aligns with the broader national framework of PM Awas Yojana-Urban 2.0.

Integration with PMAY-U 2.0 and Target Beneficiaries

The 'Affordable Rental Housing' vertical under PMAY-U 2.0 specifically targets segments of the urban population who face immediate barriers to home ownership. This includes urban migrants, industrial and informal sector workers, and working women who require stable, affordable housing solutions without the financial burden of purchasing property.

According to the operational guidelines, the initiative will be implemented through two primary models:

  • Conversion of existing government-funded vacant buildings into rental housing through Public-Private Partnership (PPP) arrangements or direct management by public agencies.
  • Construction, operation, and maintenance of new rental housing units by private and public entities, with costs recovered through structured rental income.

Rent Structure and Affordability Safeguards

To ensure long-term affordability and transparency, the scheme establishes clear rent regulations. Local authorities will conduct surveys to determine initial rent levels, which will be set at accessible rates for target populations. Rent enhancements are permitted biennially at a maximum of 8 percent, with an aggregate cap of 20 percent over any five-year period. This structured approach prevents sudden rent spikes and maintains housing affordability for vulnerable groups.

Padhee highlighted that this initiative is expected to deliver multiple urban development benefits.
