Uttar Pradesh Chief Secretary Issues Directives to Enhance Key Government Scheme Enrolments
In a significant administrative move, Uttar Pradesh Chief Secretary SP Goyal on Wednesday issued a series of directives aimed at boosting enrolment and implementation under several flagship government schemes across the state. The instructions were delivered during a high-level meeting with district magistrates and divisional commissioners, emphasizing the need for immediate and effective action.
Ayushman Bharat Scheme: Urgent Push for Card Creation
Chief Secretary Goyal called for the formulation and immediate implementation of a robust strategy to increase enrolment under the Ayushman Bharat Scheme, which provides health insurance coverage to eligible beneficiaries. He specifically directed district magistrates and divisional commissioners to focus on making cards for all eligible members, ensuring that more citizens can access the scheme's benefits.
To monitor progress closely, Goyal instructed chief medical officers to conduct daily reviews of card creation activities. He issued a stern warning, stating that any instances of poor performance or negligence would result in strict disciplinary action against the concerned officers. This move underscores the administration's commitment to improving healthcare access through the Ayushman Bharat initiative.
Swamitva Scheme: Accelerating Gharauni Distribution
During the meeting, the Chief Secretary also addressed the Swamitva scheme, which aims to provide property cards (gharaunis) to rural landowners. He announced that there is a proposal to distribute 15 lakh new gharaunis in Uttar Pradesh, highlighting the state's proactive approach to land record modernization.
Goyal directed all districts to assess the existing gaps at their local levels and work towards creating the maximum possible number of gharaunis. He provided context by noting that, under the Swamitva scheme, gharaunis have been completed for 72,961 villages out of a total of 90,530 villages in the state. Furthermore, on a national scale, out of 2,74,03,046 gharaunis prepared across India, more than 41% were generated in Uttar Pradesh alone, showcasing the state's leading role in this initiative.
PM Kisan Scheme: Addressing Farmer Registry Delays
The discussion then shifted to the PM Kisan scheme, which provides financial assistance to farmers. Chief Secretary Goyal expressed deep displeasure at the current pace of work regarding the farmer registry. To address this, he directed that notices be issued to the 20 worst-performing districts, urging them to expedite their efforts.
Providing an update on the progress, Goyal mentioned that IDs for 64% of beneficiaries have been generated under the PM Kisan scheme so far. He highlighted the top-performing districts, with Rampur leading at 86.12% registration, followed by Hardoi at 81.76% and Ambedkar Nagar at 81.20%. Emphasizing the urgency, the Chief Secretary set a clear deadline, stating that 100% coverage must be ensured by March 31, 2026, to maximize the scheme's impact on farmers across Uttar Pradesh.
