Uttar Pradesh Government Unveils Rs 100 Crore Fee Waiver Scheme for Sisters in Same School
The Uttar Pradesh government has officially launched a significant new initiative aimed at promoting girl child education by waiving the fee for one of two sisters if both are enrolled in the same school. This scheme, which was announced by Chief Minister Yogi Adityanath back in 2021, has now been activated with a substantial budgetary allocation of Rs 100 crore, marking a pivotal step forward after years of planning and delays.
Implementation and Nodal Department Designation
On Wednesday, the state government rolled out this ambitious program, designating the women welfare department as the nodal agency responsible for its implementation. This decision follows a report by TOI on January 7, which highlighted that the Chief Minister's office was tasked with selecting the appropriate department to oversee the fee waiver scheme. The basic education department had previously submitted a file to the CM's office in November, seeking clarity on the nodal department to ensure smooth execution of the policy.
Scheme Details and Incentives for Educational Institutions
Under this scheme, school managements are encouraged to waive the tuition fees for one girl if two real sisters are studying in the same institution. In cases where schools do not comply, the state government will step in to reimburse the waived amount. An officer involved in the initiative explained, "If more than one girl child from a family living below the income limit set by the government is studying in a school, college, or institution, then it is proposed to either waive the tuition fees of the second girl child as an incentive to the institution or reimburse it by the state government." This approach aims to reduce financial burdens on families and incentivize educational institutions to support girl child enrollment.
Historical Context and Election-Related Suspension
The scheme's journey has not been without obstacles. Originally announced in 2021, it faced a suspension in February 2022 when the Election Commission intervened, citing a violation of the model code of conduct during the assembly elections at that time. The election body directed the state to halt the scheme until after the polls, as it required the education department to collect data from families of girl children across Uttar Pradesh. This suspension delayed the rollout, but with the recent launch, the government is now pushing forward to fulfill its commitment to enhancing educational opportunities for girls.
Impact and Future Prospects
This fee waiver scheme is expected to have a positive impact on girl child education in Uttar Pradesh by making schooling more affordable for families with multiple daughters. By allocating Rs 100 crore and involving the women welfare department, the government aims to streamline implementation and ensure that the benefits reach the intended beneficiaries effectively. As the scheme gains momentum, it represents a crucial effort to address educational disparities and support the empowerment of girls through accessible education.
