CM Yogi Adityanath Directs Implementation of OTS-2026 Scheme for Speedy Disposal of Pending Allotment Cases

In a significant move aimed at resolving long-standing property disputes, Uttar Pradesh Chief Minister Yogi Adityanath has emphasized the need for a solution-oriented approach to settle old conflicts. During a review meeting held on Wednesday, the Chief Minister directed senior officials to implement the newly proposed One Time Settlement (OTS-2026) scheme, which is designed to facilitate the speedy disposal of pending residential and commercial allotment cases across the state.

Focus on Legacy Issues and Flexible Resolutions

While reviewing the performance of various housing agencies, CM Yogi Adityanath instructed officials to adopt a flexible stance when addressing legacy issues that have been lingering for years. He stressed the critical importance of one-time settlement schemes in clearing the backlog of unresolved cases, particularly those involving residential units and commercial land parcels that could not be awarded to applicants due to defaults or disputes.

The Chief Minister highlighted that the housing board, known as Avas Vikas Parishad, recently managed to offload more than 2,140 residential units from past schemes that had remained unsold for various reasons. This successful initiative generated an impressive income of Rs 1,000 crore for the state, demonstrating the potential benefits of proactive settlement measures.

Preparations for OTS-2026 and Public Outreach

CM Yogi Adityanath thoroughly examined the preparations being made for the 2026-27 financial year and sought detailed information about the proposed OTS-2026 scheme. He emphasized the need for widespread public awareness, urging officials to publicize the key points of the scheme extensively among the general population.

"Schemes should be people-centric, and our approach should be friendly and courteous towards the public," the Chief Minister stated. He also recommended offering lucrative incentives to potential buyers to encourage participation and ensure the scheme's success.

Leveraging Technology for Transparency

Pointing out the advantages of modern technology, CM Yogi Adityanath directed concerned government agencies to develop an online platform. This digital interface would provide required details and information to potential buyers in a transparent and accessible manner, thereby streamlining the settlement process and enhancing public trust.

It is worth noting that an aggressive OTS scheme was launched in 2020 but could not yield the desired results due to the COVID-19 pandemic, as many applicants began defaulting on their payments. Learning from this experience, the new OTS-2026 scheme aims to be more resilient and effective.

Emphasis on Commercial Properties and Upfront Payments

The Chief Minister placed strong emphasis on commercial properties, noting that disposing of and settling such assets requires substantial financial resources. He advised officials to offer appropriate discounts and rebates to individuals willing to make upfront payments instead of opting for installment plans, thereby accelerating the settlement process and improving cash flow for government projects.

CM Yogi Adityanath clarified that the primary objective of government agencies should be twofold: ensuring the welfare of the public and covering the costs involved in projects that had to be stalled midway due to various challenges. By implementing the OTS-2026 scheme, the state government aims to achieve these goals while fostering a more efficient and dispute-free property allocation system.
