Police in Bhubaneswar have revealed alarming details about a prime suspect in the recent alleged gang rape of a 17-year-old girl, stating the absconding accused is a hardened criminal with more than a dozen cases already registered against him.

Details of the Heinous Crime and Criminal Backgrounds

The horrific incident occurred on December 10 in an isolated stretch on the outskirts of Bhubaneswar. According to investigators, five men were involved. The gang first assaulted the survivor's male friend before two of them sexually assaulted the minor girl. The remaining three individuals are accused of abetting the crime.

A senior police officer told The Times of India that the main accused, who is currently evading arrest, was released from Jharpada special jail barely a week before the crime. "He has at least 12 cases against him, including attempted murder, assault, molestation and criminal intimidation," the officer stated. Preliminary investigation suggests this individual was recently arrested in a group clash case and released on bail.

So far, the police have arrested two of the five accused—one perpetrator and one abettor—on Monday. Multiple police teams are actively searching for the second accused who directly sexually assaulted the girl. All five accused are residents of Bhubaneswar city.

Public Outcry and Official Response

The brutal attack has triggered widespread anger among local residents, who are demanding the harshest possible punishment for the culprits. "Police must set an example by awarding the harshest punishment. Only then will it deter other criminals," said Nirod Pattanaik, a concerned resident.

In response to the gravity of the crime, both the State Commission for Women (SCW) and the Odisha State Commission for Protection of Child Rights (OSCPCR) have stepped in. The OSCPCR has taken suo motu cognizance, given that the survivor is a minor.

Babita Patra, chairperson of OSCPCR, confirmed, "We have sought separate reports from commissionerate police and the crime against women and children's wing (CAWCW). Stringent action will be taken against the perpetrators." The SCW launched its own probe into the incident on Tuesday.

Security Lapses and Locals' Concerns

Residents living near the crime scene, identified as a riverbed area, have strongly criticized the police for inadequate patrolling, which they believe created an environment for such crimes. A local complained that police vans pass by only once or twice a day and are rarely seen at night.

"With such poor police visibility, criminals and drug addicts dominate the area," the resident said, emphasizing the urgent need for consistent police intervention. The concern is heightened because many young students from nearby colleges frequently visit the area, making their safety a paramount issue.

The case has put a spotlight on the challenges of recidivism and the bail system, as one of the prime suspects returned to crime immediately after release. The police investigation continues as they work to apprehend the remaining accused and deliver justice.
