Official police data has revealed a deeply concerning trend in Odisha's capital, with violence against women surging by a staggering 139% in Bhubaneswar during 2025. This dramatic increase paints a grim picture of women's safety in the city, while neighboring Cuttack—part of the twin city commissionerate police system—recorded a 9.8% decline in such cases during the same period.

Crime Statistics Show Stark Contrast Between Twin Cities

Police statistics indicate that reported cases of crimes against women in Bhubaneswar skyrocketed from 485 in 2024 to 1,159 in 2025. In stark contrast, Cuttack saw numbers fall from 1,222 to 1,102 during the same timeframe. The crimes showing sharp increases in Bhubaneswar include:

  • Rape and attempted rape
  • Molestation and sexual harassment
  • Abduction and stalking
  • Eve-teasing and public disrobing
  • Refusal to marry after sexual relations
  • Dowry-related offences

Statewide Trends Show Mixed Picture

A deeper analysis reveals complex patterns across Odisha. While rape cases statewide decreased slightly from 3,054 in 2024 to 2,994 in 2025, Bhubaneswar bucked this trend with an increase from 149 to 170 cases. Cuttack, however, followed the state pattern with a decline from 103 to 80 rape cases during the same period.

Divergent Perspectives on the Causes

Women's rights activists and police officials offer contrasting explanations for Bhubaneswar's alarming statistics. Sadhana Tripathy, a prominent women's rights campaigner, cited findings from the National Annual Report & Index on Women's Safety (NARI) 2025, which surveyed 31 cities nationwide.

"Harassment of women in public spaces remains alarming in Bhubaneswar," Tripathy stated. "Women continue to be targeted by hooligans in public places. Police visibility must improve significantly to create effective deterrence."

Police officials, however, present a different interpretation. A senior police officer defended their record, stating: "We welcome free and fair registration of cases rather than suppressing crimes. Our response and follow-up actions have been swift, perpetrators have been arrested, and conviction rates have improved. The rise reflects greater reporting and transparency rather than worsening safety."

Government Response and Initiatives

In response to questions from BJD MLA Ranendra Pratap Swain in the state assembly, Chief Minister Mohan Charan Majhi reaffirmed his government's commitment to women's safety. In his written reply, Majhi emphasized:

  1. Prompt registration of cases and proper investigation
  2. Appointment of efficient government advocates and investigating officers
  3. Monitoring of trials and improved conviction rates
  4. Providing compensation to victims
  5. Addressing mental health through counseling and rehabilitation

The government has launched several initiatives to address the crisis, most notably the Subhadra Surakhya initiative with a budget of Rs 153 crore. This comprehensive program includes:

  • Strengthening Investigating Units for Crime Against Women (IUCAW) in 29 districts
  • Equipping investigators with laptops and smartphones
  • Deploying body-worn cameras for police personnel handling such cases

Additionally, Odisha Police recently rolled out a statewide initiative to identify and monitor high-risk zones prone to sexual violence, aiming to implement targeted preventive measures in areas most vulnerable to such crimes.
