Bihar to Set Up Dedicated Cybercrime Unit, Reveals DGP

In a significant move to bolster digital security, Bihar's Director General of Police (DGP), Vinay Kumar, announced on Monday the establishment of a separate vertical within the state's cybercrime control unit. This dedicated wing will focus intensively on investigating cyber incidents and will be led by an officer of the Additional Director General (ADG) rank.

Cybercrime Surge and New Investigative Focus

The DGP, addressing a press conference in Patna, highlighted the alarming volume of cyber complaints. He revealed that a staggering 24.38 lakh complaint calls were registered on the National Cyber Reporting Platform (NCRP) portal until December 15. Furthermore, the portal received 1.10 lakh online complaints and 24,100 grievances specifically related to social media and other cyber crimes this year alone. The new vertical is a direct response to this escalating threat landscape.

Policing Reforms and Record-Breaking Justice

Kumar also shared updates on several other fronts. The recruitment process to fill 19,838 constable posts is currently underway, with results expected by March 2026 after physical tests. In a landmark achievement, he stated that Bihar has become the first state to secure a conviction within 15 days of trial under the new criminal laws. This was in the Sidhwalia PS case 232/2024 in Gopalganj district, shattering the previous record of 48 days.

To implement the new laws—Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam—effectively, the prosecution directorate has been strengthened. 760 new posts have been created under the Bihar Prosecution Service. The state has also notified the Bihar Electronic Order Rules 2025 and E-Sakshya Management Rules-2025. Notably, Bihar is the first state to launch "trial in absentia" following the new legal framework.

Case Disposal and Security Initiatives

The DGP provided impressive statistics on case resolution: 2,99,927 pending cases were disposed of in 2025, with 1,43,878 accused sentenced in 1,05,291 cases. The punishments ranged from capital punishment for four convicts to life imprisonment for 1,097 individuals.

On the infrastructure front, a proposal has been prepared to purchase over 2,000 two-wheelers next year for the 'Abhaya Brigade', which ensures the security of girl students. The Emergency Response Support System (ERSS-112) has served over 50 lakh people in three years with an average response time of 14 minutes, the second fastest in the country. A separate building for Dial 112 will be constructed in Patna's Rajiv Nagar area.

Prison Reforms and Modernization

Secretary (Home)-cum-Inspector General of Prisons, Pranav Kumar, who also addressed the media, announced the launch of jail radio services in all state prisons. To curb mobile phone misuse, a Rs 26 crore system will be installed in 15 jails. Additionally, modern visitor rooms are being built across all jails, with more than 50% of the work already completed.
