The inspection was conducted by the District Legal Service Authority (DLSA) Ranchi on the orders of the High Court in a Public Interest Litigation case. The comprehensive report, submitted a few weeks back, highlights persistent systemic issues that require immediate attention from prison administration.

The investigation exposed critical shortcomings in basic prison management, including severe staff shortage problems that affect daily operations. The report also identified inadequate lighting in certain areas of the facility and limited surveillance coverage, creating security blind spots that could be exploited.

Contraband Items and Unauthorized Devices Found

Among the most concerning discoveries was the recovery of multiple unauthorized electronic devices within the prison premises. Investigators found Bluetooth devices, earphones, USB cables, and mobile charger wires during their inspection, strongly suggesting the possible use of mobile phones by inmates.

The report explicitly stated that these findings indicate a potential nexus involving concerned authorities who might be facilitating the smuggling of prohibited items. This raises serious questions about the integrity of some prison staff members.

Additionally, the presence of cigarette packets, pan masala, and gutka in the upper division cell was described as a matter of serious concern that demands stringent enforcement measures. The report emphasized that the supply of tobacco through the jail canteen must be strictly monitored, as its current availability demonstrates a clear lack of control.

Informal Monetary Transactions and Official Response

The inspection also brought to light instances of informal monetary transactions occurring in isolated wards within the prison. The DLSA report recommended that these financial activities need to be thoroughly examined and addressed through institutional measures to prevent exploitation and corruption.

When contacted for comments regarding these alarming findings, Jail IG Sudarshan Mandal did not respond to repeated calls and messages from TOI journalists seeking clarification on the reported violations and planned corrective actions.
