The Chhattisgarh government has taken disciplinary action against Shashank Singh, the Executive Engineer of the Hasdeo Canal Water Management Division in Janjgir, suspending him with immediate effect. This decision follows an inquiry into an abusive audio clip that went viral on social media and was also published in regional newspapers.
Inquiry and Findings
The suspension was enforced under Rule 9(1)(a) of the Chhattisgarh Civil Services (Classification, Control and Appeal) Rules, 1966, after a prima facie case of misconduct was established. The controversy erupted when an audio recording of a conversation between Singh and his office vehicle driver, Shashikant Sahu, surfaced online. The state government promptly ordered an investigation, which was conducted by the Additional District Magistrate of Janjgir-Champa. During the probe, statements from both parties were recorded.
The inquiry report confirmed that Singh had used extremely abusive and objectionable language during the phone conversation with his subordinate. Furthermore, the report highlighted that he made inappropriate remarks against senior district administrative officers. According to the government, such behavior tarnished the public image of the administration.
Suspension Terms
During the suspension period, Singh’s headquarters will be relocated to the office of the Chief Engineer at Shivnath Bhawan in Nava Raipur. He is entitled to receive a subsistence allowance as per rules. The official suspension order was issued by Under Secretary Ravindra Kumar Medhekar by order and in the name of the Governor of Chhattisgarh.
