The Himachal Pradesh Police has made a significant arrest in the sensitive region of McLeodganj, near Dharamshala, apprehending a 60-year-old Chinese national for allegedly residing in India without a valid visa. The suspect, identified as Lou Wennian, hails from China's Sichuan province and holds a passport issued in Yunnan.

Details of the Visa Violation

According to police reports, Lou Wennian entered India through Nepal with a tourist visa issued by the Nepalese government. This visa was valid from June 29, 2025, to September 26, 2025, permitting a 90-day stay. However, investigations reveal that he remained in the McLeodganj area from September 26, 2025, until his arrest on February 2, 2026—approximately 130 days beyond the visa's expiration.

This prolonged overstay constitutes a clear violation of Section 14 of the Foreigners Act, leading to the registration of a formal case at the McLeodganj police station. Authorities confirmed that he had been living in rented accommodation in a village near McLeodganj for the past five months.

Background and Investigation

A preliminary probe by the Himachal Pradesh Police indicates that the arrested individual has served in the Chinese Police. Superintendent of Police, Kangra, Ashok Ratan, stated, "The preliminary investigation suggests that the Chinese national has served in the Chinese Police. Whether he is still serving, has retired, and in which province in China he served are matters of investigation."

The suspect's lack of fluency in English or Hindi has necessitated the involvement of a Chinese language expert to facilitate communication. Police are meticulously examining CCTV footage from the area, particularly around the Dalai Lama Temple, also known as the Tsuglagkhang Complex, to ascertain any suspicious activities.

Financial and Electronic Evidence

During the investigation, authorities discovered approximately four lakh Chinese yuan in the suspect's bank account. His mobile phone and other electronic devices have been seized and sent for forensic examination to uncover potential digital evidence.

Given the sensitive nature of McLeodganj, which serves as the home to Tibetan spiritual leader Dalai Lama, the arrest has raised security concerns. SP Ashok Ratan emphasized, "We have informed our central intelligence agencies, including the Intelligence Bureau (IB), about the arrest of the Chinese national."

The suspicious presence of the foreign national was initially reported to the security branch of the Kangra superintendent of police's office, prompting immediate questioning and subsequent arrest.
