The individual, identified as Rohit Balara, a resident of Neb Sarai, was originally convicted in the year 2019 for a heinous crime committed in 2012. He was found guilty of sexually assaulting an eight-year-old boy and subsequently sentenced to serve a term of three and a half years in prison.

During the peak of the COVID-19 pandemic in 2021, Balara was granted emergency parole for a period of 90 days. However, when the parole period concluded, he failed to surrender to the authorities as required and chose to abscond instead. This act initiated a prolonged search operation by the police.
Deputy Commissioner of Police (Crime) Harsh Indora provided details of the investigation. "After multiple raids across Delhi-NCR, officers traced him to his hideout in Neb Sarai and kept him under surveillance," stated the DCP. The police revealed that Balara initially fled to his native village. To avoid detection, he later severed contact with all his acquaintances, switched off his mobile phone, and began frequently changing his locations.
