Arrests and Network Details

The operation culminated with the arrest and court production of Sheikh Imran along with three other accused: Mosaib Ahmad and Mohammad Hammad from Maharashtra, and Mohammad Sohail from Bihar. Imran was initially apprehended by the Special Cell in Bhubaneswar a week prior and taken on transit remand to Delhi for further interrogation. This coordinated effort highlights the interstate nature of the threat.

Police investigations revealed that the group adhered to a dangerous ideology centered on the emergence of an army from Khurasan, aimed at establishing a caliphate across the Indian sub-continent and beyond. The accused were actively preparing to join Lashkar-e-Taiba to participate in Ghazwa-e-Hind, while simultaneously radicalizing others through encrypted communication channels.

Sleeper Cell Activities and Targets

Sheikh Imran was identified as an active member of this sleeper cell, working closely with terrorist organizations to raise funds and mobilize support. His network was deeply involved in brainwashing youths for religious conversion and extremist recruitment, leveraging social media platforms to spread propaganda.

According to police communications, Imran had discussed targeting high-profile locations including the Ram Mandir, Parliament, and various military installations. In December 2025, he visited Delhi to conduct reconnaissance of the Red Fort and India Gate, scouting these sites for potential attacks. Furthermore, he promised to provide arms and physical training, such as horse riding, in Odisha, urging cell members to contribute funds for these activities.

Evidence of Radicalization and Attack Preparations

The Special Cell uncovered alarming evidence of the cell's operational capabilities. One accused had visited sensitive installations like the Red Fort and posted an image showing a black flag atop the monument, a symbolic act intended to radicalize others online. The accused served as administrators and members of various closed groups on encrypted social media platforms, engaging in recruitment efforts for the caliphate.

Investigators recovered materials used for preparing an Improvised Explosive Device (IED) from one of the arrested individuals. It was also found that two members of the module were in the process of collecting components for a remote-controlled IED, intended for use in a terrorist attack. This highlights the immediate threat posed by the cell.

Financial and Logistical Support

The probe further exposed the financial underpinnings of the network. One member was exhorting others to collect weapons and explosives for participating in Ghazwa-e-Hind, sharing account and QR code details on social media to facilitate crowdfunding. Another member allegedly promised to arrange arms training and solicited money from associates to support these endeavors.

This case underscores the evolving challenges in combating online radicalization and terror financing, with Delhi Police emphasizing the need for continued vigilance and inter-agency cooperation to dismantle such networks before they can execute their plans.
