The accused individuals are head clerk Niranjan Kumar and peon Nunadev Yadav, who were caught red-handed while receiving the illicit payment.

According to the complaint, Niranjan Kumar had deliberately withheld the individual's compensation payment, demanding Rs 10,000 as a bribe to release the funds.
