FIR Against Kanpur Hospitals for Hand Amputation Negligence

An FIR is being registered against Krishna and Paras Hospital in Kanpur in connection with the amputation of the hand of Nirmala Devi, mother of ITBP jawan Vikas Singh. This action follows the submission of a second report by a committee formed by Chief Medical Officer (CMO) Dr Hari Dutt Nemi to Police Commissioner Raghubir Lal, which found negligence by both hospitals.

Police Commissioner's Statement

Commissioner of Police Raghubir Lal stated that the revised inquiry report from the medical team constituted by the CMO was received. He noted that the previously received report was inconclusive and did not clearly establish fault determination. Consequently, correspondence was initiated again, asking the medical team to provide point-wise clarification and a report that includes fault determination.

Revised Report Findings

The revised report deemed the excessive delay in treatment by Paras Hospital and Krishna Hospital as serious negligence, which led to the victim's hand being amputated. On this basis, an FIR is being registered against both hospitals under relevant sections.

ITBP Personnel Incident

Separately, in connection with ITBP personnel arriving in large numbers at the Police Commissionerate office, the CP wrote to the ITBP headquarters and their Director General, stating that a departmental and disciplinary inquiry should be conducted at the relevant level and necessary action ensured.

Police clarified that there was no disagreement or conflict between ITBP and the police. The ITBP Commandant and Medical Officer were invited to the police office for discussion regarding the case so that important points related to the investigation could be reconsidered and a detailed examination conducted at the CMO level.

Force Deployment Issue

During the meeting, the ITBP officers arrived with a considerable number of force personnel. The manner in which the force was stationed outside the police office sent a wrong message in the media. When the news appeared in the media, the Commandant was immediately asked to send back the force he had brought along.

In this matter, a letter was sent to the ITBP headquarters and their Director General, informing them that departmental and disciplinary inquiry should be conducted at the relevant level and necessary action ensured.
