Goa Police Launch Special Drive Against Touts in Calangute and Baga
In a decisive move to curb unlawful activities, Calangute police initiated a special drive on Tuesday evening targeting touts in the popular tourist areas of Calangute and Baga. The operation resulted in the arrest of 13 individuals, each of whom was fined Rs 5,000 under the Tourist Trade (Prevention of Unlawful Activities) Act. This crackdown is part of ongoing efforts to maintain order and safeguard Goa's reputation as a premier tourism destination.
Viral Videos Prompt Police Action
The police action was triggered by two viral videos that recently surfaced online. One video depicted drugs being sold openly on the Calangute beach promenade, while another showed a Russian woman soliciting customers in Tito's Lane, Baga. These incidents have raised serious concerns about the safety and integrity of Goa's tourist hotspots, prompting authorities to take swift measures.

"Everyone in Calangute knows that touts are rampant, facilitating prostitution and massage parlours. Whenever an incident gains media attention, the police conduct a superficial operation, fine a few individuals, and then the issue resurfaces. The lack of sustained action has allowed this problem to escalate over time," Cardozo remarked.
Allegations of Political Backing for Rackets
Former Calangute MLA Agnelo Fernandes has made serious allegations, claiming that sex and drug rackets in the area operate with political support. He pointed out the visible presence of foreign women, including Kenyans, soliciting late at night in Calangute.
"If authorities can enforce a 10 pm curfew on Goan weddings, why can't they stop these illicit activities? The answer lies in political complicity. 'Hafta' (protection money) is allegedly paid to politicians, enabling these rackets to thrive. Without such backing, these operations would not persist," Fernandes asserted.
He further alleged that the police inaction is part of a larger systemic issue, with profits from drugs and prostitution being shared at the highest levels. Fernandes described these rackets as having become institutionalised, posing a significant challenge to law enforcement and governance in Goa.
