Gurgaon Wall Collapse Tragedy: FIR Registered Against Developer After Seven Workers Die
In a devastating incident at Signature Global's City of Colours project in Sidhrawali, Gurgaon, seven construction workers lost their lives when a retaining wall collapsed during excavation work for a sewage treatment plant on Monday night. The absence of basic safety measures at the site has sparked intense scrutiny, leading to the registration of a First Information Report (FIR) against the developer and contractors involved.
Details of the Fatal Accident and Immediate Aftermath
The tragic accident occurred around 7 PM on Monday inside the City of Colours premises, where workers were digging a pit approximately 30-40 feet deep for the foundation of a sewage treatment plant. According to the FIR, at least 25 laborers were present at the site when the soil suddenly gave way, causing the wall to collapse and trapping several workers under heavy debris.
Doctors treating the injured revealed on Tuesday that besides injuries from the fall, at least three workers were impaled by iron rods protruding from the construction site. "In a few cases, iron rods pierced the stomach or intestines, which proved fatal. Even the survivors have injuries to the head, back and arms caused by the rods," a medical professional stated.
FIR Registration and Arrests Made
The Gurgaon police registered an FIR on Tuesday under sections 105 (culpable homicide not amounting to murder) and 125 (acts done so rashly or negligently that they endanger human life or personal safety) of the Indian Penal Code. The named parties in the complaint include:
- Global City of Colours
- Balajee Infratech and Construction Ltd
- Sub-contractor Deendayal Sharma
- Safety officer and project in-charge Dinesh Veer
- Site structure in-charge Vikas Pandey
Police have arrested Dinesh Veer and Vikas Pandey, while the other accused parties are reportedly absconding. The complaint was filed by Murari Lal, whose younger brother Satish worked as a supervisor at the site and was among those killed.
Victims and Their Backgrounds
The seven workers who lost their lives in this preventable tragedy have been identified as:
- Satish (from Bharatpur, Rajasthan)
- Shivkumar (Jharkhand)
- Sanjeev Gope (Jharkhand)
- Bhagirath Gope (Jharkhand)
- Mangal Chandra Mahto (Jharkhand)
- Dhananjay Mahto (Jharkhand)
- Parmeshwar Mahto (Jharkhand)
Four other individuals—Indrajeet, Chhotelal, Shivkaam Chaudhary, and sub-contractor Deendayal Sharma—are currently battling injuries at Bhiwadi district hospital.
Multiple Investigations and Safety Violations Uncovered
The Gurgaon administration has ordered a separate probe into the accident, while a labor department inspection has revealed numerous safety violations at the construction site. According to their report:
- The approximately 30-foot deep excavation had been dangerously undercut without proper shoring, piling, bracing or support systems
- Adequate slopes or steps had not been provided to protect workers from cave-ins
- Warning signs were not displayed at conspicuous locations
- Stretchers were not readily available for emergencies
- Loose live electrical wires had been left exposed without adequate safeguards
- The realtor had not submitted required written details of layout plans, construction methods and excavation schedule to the chief inspector
The contractor has been prohibited from carrying out any further work until safe working conditions are restored at the site.
Response from Signature Global
In an official statement, Signature Global expressed being "deeply saddened" by the deaths and injuries and claimed to be extending financial, medical and logistical support to affected workers and their families. The company stated that, prima facie, the incident resulted from negligence by the construction contractor Balajee Infratech.
Signature Global has issued a show-cause notice to the contractor, ordered an independent inquiry, and suspended three staff members linked to the project. The company emphasized its commitment to safety standards and announced plans for an independent review to strengthen safety protocols across all ongoing projects.
About City of Colours Project
City of Colours, located off NH-8 in Sidhrawali, spans 129 acres and is planned as an integrated township with residential, commercial and industrial components. The project includes:
- Residential plots of 103-150 square meters priced between approximately Rs 1 crore to Rs 2.4 crore
- Industrial plots of 400-2,800 square meters starting at about Rs 3.5 crore
- A 1.9-acre commercial parcel
The project is currently under construction with possession expected in 2028. This tragic incident has raised serious questions about construction safety standards in major development projects across the National Capital Region.
